Silvia Massruhá, president of Embrapa, announced the arrival of a new public competition for permanent positions with over 850 vacancies. The expectation is that this number could be even higher.
After 15 years without hiring new employees, the Brazilian Agricultural Research Company – EMBRAPA plans to hold a new competition as early as 2024 focusing on permanent positions. The estimate is that the Embrapa public competition will offer around 890 vacancies, in a staggered manner.
Positions Offered in the Embrapa Competition
The information was disclosed by Silvia Massruhá, the company president, in an interview. The positions available in the public competition will be for technician, analyst, and researcher, as outlined in the budget impact study, which was reported by Folha Dirigida via Qconcursos.
The 890 vacancies in the Embrapa competition will be filled over the next 4 years, from 2024 to 2027. The estimate from the president of Embrapa is that applications will open in the first half of next year.

The president also confirms the data included in the study, stating that the realization of a new Embrapa Competition has already been approved by the federal government. The approval signal was given by the Ministry of Management and Innovation in Public Services.
It is important to note that Embrapa has experienced several departures in recent years due to an Incentivized Dismissal Plan (PDI). Silvia highlights that the entity had a voluntary dismissal program in 2019. Some individuals who were nearing retirement left.
In total, 1,100 people departed. Despite the president mentioning a public competition with 890 vacancies, the study conducted on the budget impact forecasts the possibility of 1,126 hires over the validity period.
Embrapa Has Not Opened Competitions for 14 Years
The last Embrapa competition was held in 2009, when 680 vacancies were opened for candidates of all education levels. The selection process is already concluded, and there is no longer a valid reserve list for new convocations. In addition to the current president, the previous management was also in favor of the competition and discussed the possibility of new hires. Former president Celso Moretti stated that a public competition needs to happen as soon as possible and indicated that studies in this regard exist.
According to Moretti, at that time, it is indeed necessary to conduct a new competition. The company is already studying the feasibility, and the next management team should carry this process forward for contracts, strategies for Brazilian agriculture, research, and development. So, this is already being discussed.
Public Competition Has Been Requested Since 2021
In 2021, Senator Chico Rodrigues requested the Federal Government’s authorization for a new Embrapa competition to be held. At the time, Rodrigues stated that the Federal Government needs to wake up so that this competition can be authorized, allowing Embrapa to promote its workforce with professionals of the highest scientific and technical standards.
Initiatives were discussed with several researchers from the company, and there is a cry for this issue to be resolved as quickly as possible, given that significant research staff is being lost.
In the same year, a decree published in the Official Gazette established a new personnel limit for the Embrapa competition at 8,934 vacancies, including permanent and temporary positions. Embrapa is a public company linked to the Ministry of Agriculture, developed in 1973 with a focus on the development of the technological basis of a genuinely tropical model of agriculture and livestock.
The initiative constantly faces the challenge of ensuring food security for Brazil and maintaining a prominent position in the international market for food, energy, and fiber. In executing this task, the entity relies on scientific excellence in agricultural research, environmental sustainability, social aspects, quality, and productive efficiency in crops and livestock, among others.
