IBAMA Expands Its Job Offerings for High School Candidates. Approved Candidates in the Public Competition Will Earn Salaries of R$ 8.5 Thousand.

A new competition from the Brazilian Institute of Environment and Renewable Natural Resources (IBAMA) is expected to have around 2,000 positions for high school candidates. The confirmation was made last Tuesday (February 28) by Rodrigo Agostinho, the institution’s president, during his inauguration event.

According to the new president of IBAMA, it will be possible over time to recover the ideal structure of the agency. Closed competitions will be held to establish a robust policy, they will be reopened, and many other things. Agostinho emphasizes that currently, IBAMA does not have the necessary structure to make a difference, but that difference is needed. It is important to mention that this new offer of high school positions is not related to a previous statement by the president himself, on February 22, which foresees a competition for 500 permanent positions. According to Agostinho, appointments for the remaining candidates from the last IBAMA public competition should also be completed, which now depends on approval from President Lula.

The expectation is that the hiring of new high school employees at IBAMA will be done through selection processes for temporary positions. Thus, the objective is to initiate the process still in March. Interested candidates for the IBAMA public competition must only have literacy, be aged between 18 and 59, and in some cases, have a certificate from a firefighter training course offered by the institution or ICMBio.

The current president had already announced the intention to hold a public competition for permanent positions, with about 500 available. On February 22, he emphasized that this number of high school positions has not been finalized yet, but the goal is something similar to this number. The request for authorization has already been sent to the Secretariat of Management and Innovation in Public Services.

What Salaries Does IBAMA Offer to Approved Candidates?

Currently, IBAMA is operating with just over half of its staff. The total staff is 2,900 professionals, of which only a little over half of the positions are currently filled.

According to a report presented by the transition team at the end of last year, the environmental sector currently has a demand for at least 2,100 new employees, which includes not only IBAMA but also the Ministry of the Environment (MMA), Chico Mendes Institute for Biodiversity Conservation (ICMBio), and the Brazilian Forest Service (SFB).

The last IBAMA competition for permanent positions took place in 2021, when 568 opportunities were offered, 432 of which were for candidates with a high school education and the remainder for higher education, with salaries of up to R$ 8,547.64. The organizing body at the time was Cebraspe. In the case of high school education, the IBAMA public competition was for the filling of 432 opportunities for the position of environmental technician, with an initial salary of R$ 4,063.34. For higher education, there were 96 vacancies for environmental analyst and 40 for administrative analyst, both with starting salaries of R$ 8,547.64.

In February 1989, the Brazilian Institute of Environment and Renewable Natural Resources (IBAMA) was created, integrating environmental management in Brazil. Until then, there were several institutions in the federal government with various, often contradictory, views on the subject.

The entity responsible for political and management work was the Special Secretariat of the Environment (Sema), linked to the Ministry of the Interior. Sema played a crucial role in the articulation of the drafting of Law 6938/81, which provides for the National Environmental Policy (PNMA), still in effect today.
