Change Is Already In Effect Across Brazil

The Ministry of Health announced on September 16, 2025, that the SUS card will be linked to each citizen’s CPF number.

The measure was presented by the Minister of Health, Alexandre Padilha, and the Minister of Management and Innovation in Public Services, Esther Dweck.

The decision is already in effect, and the government will begin a comprehensive process of updating the national database.

Government Plans To Deactivate Registrations By April 2026

The Ministry of Health will deactivate 111 million records without CPF by April 2026.

Since July 2025, the ministry has been cleaning up CADSUS, a system that consolidates information about users of the Unified Health System.

The responsible agencies have eliminated 54 million registrations without CPF across the country by September 2025.

The government’s goal is to align the SUS database with the total number of active CPFs at the Federal Revenue, currently at 228.9 million.

Authorities Highlight Efficiency And Safety

Minister Alexandre Padilha stated that the initiative represents “a decisive step towards a technological revolution in the SUS.”

According to him, adopting CPF as a unique identifier will provide greater efficiency, transparency, and safety in daily service delivery.

The measure also prepares the public health system for future challenges and reinforces its relevance on an international level.

Access Will Be Digital And Without The Need For A New Card

The Ministry clarified, therefore, that it will not be necessary to issue a new physical card for citizens, as the change will occur in a simplified manner.

CADSUSWEB will provide the document digitally, and soon, the Meu SUS Digital app will also allow access.

Thus, this new model aims to facilitate population access while simultaneously reducing bureaucracy, ensuring greater efficiency in health services.

Consequently, digitalization guarantees more practicality in service delivery and, above all, strengthens agility across the entire national territory.

Finally, the initiative highlights that digital transformation in the public sector is gradually advancing but already shows significant results for SUS users.

Service Will Remain Guaranteed Even Without CPF

Despite the structural change, the government emphasized that no one will be left without care, so the population can continue to seek health services with peace of mind.

Furthermore, patients without a CPF will continue to receive care normally, as all public health units will keep their doors open.

“We are not leaving anyone behind,” Padilha emphasized, as he reinforced that the universality of SUS will be guaranteed, even in the face of the ongoing technological modernization.
