Petrobras will pay nearly R$ 1.4 billion to recover areas affected by the oil that leaked from the Araucária refinery, in the Metropolitan Region of Curitiba, over 20 years ago. Four million liters of oil spread through the Iguaçu River, which flows through the state of Paraná. In July 2000, a valve at the refinery burst and spilled the fuel covering a stretch of nearly 40 km of the river, causing an environmental disaster. The Oil Spill in the Iguaçu River

Biologist and researcher, Durval Nascimento Neto, said that “It felt like a nightmare. When we entered the forest there was no more sound from animals. There wasn’t a bird flying. It was a terrifying silence. The dead nature.”

The consequences were tragic, with dead fish and birds. The containment work mobilized professionals from various parts of the world. In 2013, Justice condemned Petrobras to pay R$ 610 million in damages. Petrobras appealed, but has now reached an agreement. The document provides for the payment of R$ 1,396,439,000.00. The payment will be made in four installments of R$ 349 million. The first will be due 10 days after signing and ratification. The others every 90 days.

Most of the money to be paid by Petrobras for the environmental disaster, R$ 928 million, will go to the Government of Paraná, going to the State Environmental Fund. The rest, just over R$ 465 million, will go to the Fund for the Defense of Diffuse Rights, linked to the Union. The agreement does not specify how the federal government should use the money, but imposes rules for the allocation of funds by Paraná. According to the document, the state is required to use all the money exclusively for environmental purposes.

Petrobras’ Agreement is Aligned with the Ongoing Contingency Evaluation Process

In a statement, Petrobras stated that it signed the agreement for the environmental disaster in alignment with the ongoing contingency evaluation process and emphasized that the signing does not imply admission or legal acknowledgment of the alleged damages, nor of unlawful conduct.

According to Petrobras, signing for the environmental disaster refers only to the fulfillment of the agreed-upon actions. Also in a statement, the Federal Public Ministry (MPF) stated that the agreement greatly accelerates the fulfillment of the ruling, putting an end to a process that has dragged on for over 20 years, and that the funds should be reverted into concrete environmental actions. The Public Ministry of Paraná (MP-PR) reported that it will only manifest after the agreement is ratified by the Federal Regional Court of the 4th Region (TRF-4).

Petrobras plans to invest around US$ 1.5 billion to drill 14 oil wells in the equatorial margin of Brazil over the next five years. The region is considered to have high environmental sensitivity and, therefore, oil companies that acquired exploratory areas in this basin have not been able to advance in projects due to lack of licensing.

The director of exploration and production at Petrobras, Fernando Borges, said in an interview with the newspaper “Valor Econômico” that the company intends to increase investments in drilling in the Equatorial Margin. In total, the state-owned company plans to invest around US$ 1.5 billion to drill 14 exploratory wells in the region over five years. “Petrobras continues to maximize the value of its portfolio, focusing on deep and ultra-deep waters, operating ethically and transparently, ensuring safety in its operations and respecting people and the environment,” stated the state executive.
