In search of financial power, distributors have partnered with NGOs, even those “defending consumers,” to pressure for the end of solar energy use in Brazil. This lobby harms thousands of people, companies, municipalities, governments, courts of accounts, and even the STJ, all attracted by licenses from Aneel.
The energy distributors decided to invest in contracts with lobbyists against solar energy, in contracts that will be paid by the consumers themselves, on their electricity bills.

Statement from Former Senator about the Distributors Voting Against Solar Energy
Former senator Cassio Cunha Lima (PSDB-PB) noted that his company, which he defines as a “lobby,” is one of the contractors of the distributors. Cunha Lima did not disclose how much the distributors are paying the lobbyists he hired, but in Brasília, such services can cost up to R$15 million.
The sector will benefit by R$50 billion with the new framework for distributed generation, but distributors are complaining about subsidies for solar energy. Thermal and oil plants are also part of the scheme against solar energy, wanting to continue selling more expensive energy that is harmful to the environment.
What Will Happen to Jobs in the Renewable Industry with the Millionaire Lobby
The lobby will leave more than 247 thousand people unemployed. At the end of last year, the unemployment rate in Brazil was 14.1%, affecting 14 million people. In 2021, solar energy generated more than 147 thousand new jobs for Brazilians, spread across all regions of Brazil.
A large part of these jobs came from the distributed generation segment, which was responsible for more than 118 thousand jobs this year. Distributed generation corresponds to about R$ 17.2 billion in investments this year.
