Power Plants Will Make Additional Capacity of 334 MW Available, Providing Security and Stability to the Electric System; Thermal in AM Has Expected Investment of R$ 1.3 Billion
Eneva, Brazil’s largest private natural gas operator and integrated energy company, won the auction for capacity reserve commercialization held this Tuesday (12.21) by Aneel (National Electric Energy Agency), with the facilities UTE Azulão (Amazonas) and UTE Parnaíba IV (Maranhão). The two thermoelectric plants, which have a total capacity of 334 MW, will contribute to the security and stability of the National Electric System.

“The projects are another step in our value creation strategy and are in line with our pioneering model of using natural gas for power generation in locations close to production areas – in this case the Azulão field (Amazonas) and the fields of the Parnaíba basin (Maranhão), where the company already operates one of the largest thermoelectric complexes in the country. Our differentiated model allows for more competitive costs of thermal energy production, which has proven indispensable this year of water restriction when greater availability of thermoelectric energy was necessary,” declared Pedro Zinner, CEO of Eneva.
UTE Azulão is a new natural gas thermoelectric generation project, with an installed capacity of 295 MW and an expected investment of R$ 1.3 billion. The plant will be installed in the municipality of Silves (AM).

In the auction, UTE Azulão committed to selling this capacity for 15 years, for delivery starting on July 1, 2026, ensuring an annual fixed revenue during the supply period of R$ 216,869,653.48. The amount will be adjusted annually by the IPCA.
The expected construction period for the thermoelectric plant is up to 36 (thirty-six) months. The estimate is to start the project implementation in the second half of 2022. Zinner also emphasized that the project expands the use of gas in the basin of Amazonas, promoting regional development and replacing more polluting sources of energy generation. “Moreover, we believe in natural gas as an important vector in the country’s energy transition, as it can stabilize other intermittent sources, such as solar and wind, that are gaining ground in our energy matrix.”
Thermal in Maranhão
The Parnaíba IV plant, also powered by natural gas, has an installed capacity of 56 MW and sold a capacity of 39 MW in today’s auction, for a term of 15 years, with delivery starting on July 1, 2026. The UTE is located in the Parnaíba Thermoelectric Complex, in the municipality of Santo Antônio dos Lopes (MA). In operation since December 2013, the plant has no active contract in the regulated environment. In this case, the annual fixed revenue during the supply period is R$ 32,083,083.32, also adjusted annually by the IPCA.
According to the Capacity Reserve Contract for Power – a modality provided for in this auction –, the fixed revenue will be paid by the Electric Energy Trading Chamber (CCEE), which will promote the collection and payment of the Power Charge for Capacity Reserve.
In this first auction for the contracting of capacity reserves in the country, a total of 132 registered projects participated, totaling 50,691 megawatts (MW) of power.
