Project in Partnership with Atech, Part of the Embraer Group, Tests “Aerial Routes” for Delivery Drones and Positions Brazil at the Forefront of Smart Logistics.

The delivery of mail by drone has become a reality in Brazil with the start of a testing phase held in Curitiba during the Smart City Expo Curitiba, an event focused on urban solutions and innovation. This action marks an important step in modernizing the country’s postal services and aims to position Brazil in the global scenario of drone deliveries in urban environments.

The test was promoted in partnership with Atech, a company belonging to the Embraer group, and is part of a project that aims to create “aerial routes” for delivery drones. The operation was attended by Mayor Eduardo Pimentel (PSD) and took place on March 25, 26, and 27, in the outdoor area of Ligga Arena.

Delivery of Mail by Drone Marks National Debut

The inaugural flight of the delivery of mail by drone took off from Praça Afonso Botelho and landed in a secure area of Ligga Arena, complying with the current rules of the National Civil Aviation Agency (ANAC), which still do not permit flying over people. The equipment used features 100% national technology and can transport up to 35 kilograms.

The symbolic delivery had the support of two postal workers, one at takeoff and the other at landing. Both assisted in the logistics of the delivery.

“All our experience in logistics is available for this project so that, in the near future, drone deliveries become a reality,” highlighted Marcos Paulo Paim, superintendent of the Postal Service in Paraná.

Strategic Partnership with Embraer and Speedbird Aero

In addition to Atech, responsible for developing the drone traffic control system, Speedbird Aero is also participating in the initiative. The company is recognized as the first manufacturer and operator of drones authorized by ANAC to carry out drone deliveries in the country, although still on routes that avoid large gatherings of people.

The flight model used, called BVLOS (an acronym for Beyond Visual Line of Sight), allows the drone to be operated remotely without direct visual contact with the pilot. This type of operation requires advanced air management software and is being developed by Atech as part of the “aerial routes” project for delivery drones.

Curitiba as a Technological Laboratory for Brazil

Curitiba was chosen as a pilot city for the project due to its history of innovation and the existence of a favorable regulatory environment. The Regulatory Sandbox, established by municipal decree in 2021, allows for the testing of new technologies that do not yet have all the necessary licenses but can contribute to the technological development of Brazil.

In November 2024, the City Hall of Curitiba signed a partnership with Atech to begin developing the system. In January 2025, the Postal Service officially joined the project.

The Goal is to Create Safe and Sustainable Routes

According to Rodrigo Persico, CEO of Atech, the project’s goal is to enable a system of aerial routes for drone deliveries with safety, economic viability, and sustainability.

“We want to study routes, test pilots, and develop software that allows urban flights with precise control and appropriate regulation,” he stated.

He also emphasized the importance of the partnership with the Postal Service, citing the company’s reach and its logistics experience as decisive factors for the initiative’s success.

Next Steps and Regulatory Challenges

Despite the success of the first test, the project still faces regulatory challenges. Current ANAC legislation does not authorize flights over areas with high concentrations of people, which limits the reach of drone deliveries in urban centers. Therefore, the system’s development will rely on negotiations with regulatory bodies, technological advances, and adaptation of existing legislation.

Still, the project represents an important milestone in transforming postal services in Brazil. With the integration of new technologies, such as the use of drones, the expectation is that port and urban logistics will become increasingly efficient, reducing delivery times and expanding service reach to remote areas.

The Postal Service Bets on Innovation for the Future of Delivery

The adoption of drones by the Postal Service symbolizes a new moment for the state-owned company, which seeks to reposition itself in the market through technological innovation. By exploring new logistical models and integrating smart solutions, the Postal Service aims to meet the growing demands of e-commerce and urban mobility.

With this initiative, Curitiba establishes itself as a national reference in smart solutions and urban innovation, while the delivery of mail by drone paves the way for a new delivery model that may soon be expanded to other regions of the country.
