The National Land Transportation Agency (ANTT</a), along with the Ministry of Transport (MT), granted Lot 6 of the Integrated Highways of Paraná to the Infrastructure PR Consortium, comprised of EPR 2 Participações S.A. and Perfin Voyager.
With experience in highway concessions, the consortium represented by Necton Investimentos secured the grant of the lot with a modest 0.08% discount on the toll rate.
What’s Behind the Largest Highway Investment in Paraná?
With a 30-year contract, Lot 6 covers a total of 662.1 kilometers of highways. This includes important sections of BRs 163, 277, and 469, as well as state highways PR-158, PR-180, PR-182, PR-280, and PR-483.
This is the largest highway project ever planned for the state, and it includes the duplication of 462 kilometers of roads, the implementation of 31 kilometers of additional lanes, and significant improvements to safety and infrastructure of the roads.
According to experts in the sector, the duplication of BR-277, one of the most important stretches for the flow of goods in Paraná, is among the most anticipated projects.
This highway connects the capital Curitiba to the Port of Paranaguá, which is considered the second largest port in Brazil.
In addition, the construction of 38 pedestrian bridges, 14 wildlife crossings, and rest areas along the route will bring more safety and comfort to drivers and pedestrians.
The Impact of the Revolution on Paraná’s Highways
According to ANTT’s director-general, Rafael Vitale, the auction of Lot 6 symbolizes a true revolution in Brazilian highway infrastructure.
“This robust project is the result of integrated and transparent work. ANTT, in partnership with the Ministry of Transport and Infra S.A., delivered a strategy for asset transfer to the private sector, advancing public works and rehabilitating old contracts. This is a milestone that should inspire other states”, Vitale celebrated.
For Jorge Bastos, president of Infra S.A., the significance of this project goes far beyond physical works.
“This project ensures important works, fair tolls, and thousands of new jobs. It will reduce logistics costs, increase road safety, and strengthen the competitiveness of the productive sector. Paraná is in excellent hands”, emphasized the executive.
How Will the Paraná Economy Be Impacted?
The productive sector of Paraná will also experience significant growth with improvements in the highways.
In the western part of the state, the region of greatest economic growth, the improvement of highway infrastructure will be a key factor in strengthening cooperatives and the food industry.
The new highways will reduce logistics costs, making the state more competitive in terms of production and export.
It is estimated that the project will generate 289,000 direct, indirect, and induced jobs.
These numbers will not only contribute to job and income generation in the state, but also represent a positive impact on local economies and strengthen key sectors of the Brazilian economy.
International Connectivity and Integration with Paraguay
Another highlight of the project is the improvement of highways connecting Paraná to Paraguay, with three international interconnections.
The duplication of BR-277, which passes through Cascavel, Matelândia, and reaches Foz do Iguaçu, will complete the connection to the border with the neighboring country.
These works will allow for greater integration between Brazil and Paraguay, increasing the competitiveness of cross-border trade.
The Impact on Brazil and the Next Steps
The concession of Paraná’s highways also consolidates Brazil as a world leader in highway projects.
Only this year, seven highway auctions generated R$ 82 billion in contracts, and Paraná was one of the most benefiting regions.
Transportation Minister Renan Filho emphasized the importance of this project for the state and for the country as a whole.
“With these auctions, the state will be an example of infrastructure and growth. We completed 66% of the package, and in 2025 we will auction two more lots. Paraná will be even stronger and more influential in Brazil”, said the minister.
The signing of the contract is scheduled for April 2025, and toll collection will begin by May of the same year, aligned with the implementation schedule of the improvements.
