Attraction Of More Investments To Ceará
In addition to the nine with signed protocols, the government of Ceará plans to close a contract with two more companies by the end of October and is in negotiations for the implementation of four more plants. The information was revealed by Maia Jr., head of the Department of Economic Development and Labor of Ceará.
The government representative also highlighted that the governor, Camilo Santana, will sign today, October 15, the tenth memorandum of understanding between the state and the private sector for the construction of green hydrogen plants in Ceará. “The governor will sign two more at the end of the month during a trip planned abroad, and there are four more projects under negotiation,” he added.

The State Contains Various Projects For The Construction Of Green Hydrogen Plants
In thanking the companies that are allocating investments in Ceará, the secretary noted that the business environment in Ceará is continuously strengthening and that the state will provide full support for the mutual expansion and development of the Ceará economy and the investor companies in the state.
“I want to tell everyone to believe in the firmness, reliability, and governance of the state to implement their projects in our state. I want to ensure that regulations will not be lacking; I want to ensure that human capital will not be lacking. There will be no shortage of infrastructure, nor will there be a facilitator business environment for these enterprises and for these transformations in Ceará,” he asserts.
Aligned with the interconnected development plan of economic clusters, the implementation of green hydrogen plants in Ceará will impact the entire production chain. Thus, there is a strong articulation between the hydrogen hub and the renewable energy hub, which will supply the demand for hydrogen plants for production. Another hub that will be boosted is the technological innovation and education hub. “I believe this moment will change our future,” said Cândido Albuquerque, rector of the Federal University of Ceará (UFC). He argues that the state will still need to develop several technologies related to green hydrogen, but that the educational institutions here are preparing for this challenge.

A new green hydrogen plant may be built in the state of Ceará by Qair Brasil, belonging to the French group Qair. The construction of the project is scheduled to take place in four phases, between 2023 and 2030. The venture may receive investments of nearly R$ 4 billion.
Gustavo Silva, director of operations for the company in Brazil, says that a large part of the energy required for green hydrogen production will be supplied by the company’s own wind and solar parks located in the state of Ceará. Qair’s renewable energy project portfolio includes 8,000 to 9,000 MW in the state, with 5,000 MW in wind energy and 3,000 to 4,000 MW in solar. Of these, 210 MW are already in operation and another 600 MW are under construction. The largest project is an offshore wind farm in Acaraú, with an initial capacity of 1,200 MW, which can reach 2,400 MW in partnership with Vestas. The French group intends to build a transmission line connecting the park to the green hydrogen plant at the Port of Pecém.
