The Minister of MME Announced That Studies Have Begun to Find a Location for the Construction of the New Nuclear Power Plant
During his participation in the United Nations Climate Change Conference of 2021 (COP 26), in Scotland, the Minister of Mines and Energy, Bento Albuquerque, announced that he is looking for a location for the construction of a new nuclear power plant in the country. The Minister of MME emphasizes that new projects in the sector will involve private sector participation. The Construction of the New Nuclear Power Plant in Brazil
The construction of the plant is to be included in the 2031 Ten-Year Energy Plan (PDE), a document that serves as the basis for sector planning. With two plants (Angra 1 and 2, in Angra dos Reis-RJ), nuclear power currently accounts for less than 3% of all energy generated in the country. The government says it is studying where the new nuclear power plant will be built.
“Thinking further ahead, we are working on the PDE 2031, which will be presented at the beginning of next year. In addition to completing Angra 3 by 2026/2027, the implementation of a new nuclear power plant in Brazil will be planned. For this, the MME, EPE, and Cepel have already begun complementary studies for the location of new nuclear sites in Brazil”, said the Minister of MME.

Government Prepares New Nuclear Plant, but Has Not Yet Resumed Works on Angra 3
The construction of the Angra 3 nuclear power plant halted after corruption allegations and due to the deterioration of the fiscal scenario. Now, the government is seeking partners and a way to resume the project, aiming for the plant to begin operations between 2026 and 2027.
The Brazilian thermonuclear park, located in Angra dos Reis, Rio de Janeiro, currently has two plants in operation: Angra 1, which has been running for 36 years and has a capacity of 640 megawatts (MW). Angra 2 was inaugurated in 2001, with a capacity of 1.35 gigawatts (GW). Once completed, Angra 3 will have a capacity of 1.4 GW. The energy produced by the two nuclear plants in operation accounts for about 2% of the national electric matrix.

Eletronuclear, a subsidiary of Eletrobras responsible for operating Brazil’s nuclear power plants, and the Russian company Rosatom signed a memorandum of understanding for the construction and maintenance of large and small nuclear power plants in Brazil. The agreement was finalized during the General Conference of the International Atomic Energy Agency (IAEA), which takes place in Vienna, Austria.
The agreement between the companies, valid for three years, addresses topics such as the construction of nuclear power plants in Brazil, projects for the development of land and floating reactors, and waste management. The cooperation agreement includes additional possibilities, such as construction techniques and fuel cycle. The document also opens the door for Rosatom’s participation in market surveys of the economic model.
President of Eletronuclear, Leonan dos Santos Guimarães, highlighted the importance of the agreement for the company and the development of nuclear power plants in Brazil. The executive stated that for Eletronuclear, this instrument of mutual cooperation signed with Rosatom represents an excellent opportunity for the future expansion of business, particularly in meeting the need for growth in nuclear power generation in our country.
