The Chinese Company Windey Energy, One of the Largest Global Manufacturers of Wind Turbines, Opened Its First Office in Brazil, in Salvador, Bahia, as Part of a Comprehensive Clean Energy Cooperation Plan Signed During President Luiz Inácio Lula da Silva’s Visit to China.

The plan of Windey Energy provides for the construction of a research and development center in partnership with Senai Cimatec, focused on wind energy and green hydrogen technology. The project is part of a bilateral agreement involving the Ministry of Mines and Energy, Brazilian institutions, and the Chinese state-owned company.

Rui Costa – Minister of the Civil House

According to the Minister of the Civil House, Rui Costa, the choice of Bahia was strategic: “The state has a privileged position in solar and wind energy generation,” he stated during the launch event, also emphasizing the importance of cooperation to generate jobs, income, and technological development.

PAC and National Production Chain

The arrival of Windey in Brazil is part of the New Growth Acceleration Program (PAC), which has already allocated over R$ 76 billion in energy, with 261 projects added to the National Interconnected System (SIN), including 147 solar parks and 105 wind parks.

Moreover, the president of Windey, Cheng Chenguang, stated that the company will bring the complete chain of wind turbine production to Brazil. This includes everything from planning and manufacturing to operation, maintenance, and supply of parts for wind farms, reinforcing the autonomy of the national electric sector.

Sino-Brazilian Cooperation Intensifies

The memorandum of understanding that originated the project was signed in May, during Lula’s visit to China, when 36 bilateral cooperation agreements were established. In terms of energy and technology, Chinese investments exceed R$ 27 billion in Brazil.

Among the highlights are the investments from Envision in the biofuel sector and from Meituan, which will launch a drone delivery app in Brazil, in addition to the GAC automaker, which will build an electric car factory and research center in the Northeast.

Alexandre Silveira – Minister of Mines and Energy

According to Minister Alexandre Silveira, Brazil needs to strengthen its technological base and specialized workforce. “We have a vast market for this and need to prepare both our workforce and seek technologies, so this partnership with Senai Cimatec meets this great desire of the Brazilian electric sector,” he stated.
