False Information About the Real Estate Registration Claimed There Would Be a Tax Increase on Rent and Charges for Adult Children, but the Government Ensured That None of This is True
The federal government had to intervene after messages circulated on social media linking the tax on rent to the new Brazilian Real Estate Registration (CIB). The rumors claimed that the system would result in increased taxes and even the charging of adult children living with their parents. The Presidential Communications Secretariat denied the information and reiterated that the purpose of the registration is to create a unified database of properties, without direct impact on tenants or families.
According to an official statement, the CIB was approved by Congress in December 2023 and will serve as a tool for integrating data from notaries and municipalities, ensuring greater legal security in real estate transactions. The registration does not create new taxes nor increase the existing burden, being part of the tax reform being implemented in the country.
What is the Brazilian Real Estate Registration
The Brazilian Real Estate Registration, nicknamed “CPF of properties,” gathers in a single database information about properties throughout the national territory.

The goal is to provide more transparency to operations and facilitate tax control, especially regarding the Value Added Tax (VAT dual), which will come into effect starting in 2027.
The measure is part of the tax reform, which replaces taxes such as ICMS, ISS, IPI, PIS, and Cofins, simplifying the system and reducing distortions.
The Minister of Finance, Fernando Haddad, highlighted that there is no forecast for an increase in the tax on rent with the implementation of the registration and that, on the contrary, the system may benefit low-income families through cashback mechanisms.
Debunking Fake News About Rent and Adult Children
Among the false information that circulated, some claimed that the CIB would serve to identify rental contracts and increase taxation.
Another version stated that adult children living with their parents would be charged as independent taxpayers.
The Federal Revenue Service was categorical in denying these versions.
In a statement, the agency advised the public not to share content without an official source.
Reminding that there is no provision that creates charges on adult children or links the registration to an increase in taxes on rent.
How the Tax Reform Impacts Rentals
The tax reform brought specific rules for the rental market.
Properties with up to three units, with rental values below R$ 240,000 per year (R$ 20,000 monthly), will have a 70% reduction in the Income Tax rate.
In practice, this means less taxation for small property owners.
For those who own more than three properties or values above this limit, the dual VAT will take effect, unifying and simplifying taxes.
This way, the expected effect is greater fiscal fairness, without penalizing middle-class families or low-income households.
IPTU and ITCDM are Not Part of the Federal Reform
Another point clarified by the government is that the Real Estate Registration does not change local taxes, such as IPTU and ITCDM.
The former is under municipal jurisdiction, defined by each city hall, while the latter falls under state authority.
Therefore, any changes to these taxes are not related to the national registration.
The episode shows how misinformation can create confusion and unnecessary fear.
The government reiterates that the Brazilian Real Estate Registration does not create taxes on rent or charges on adult children.
It is merely a tool to organize information and provide greater transparency to the tax system.
