Project That Seals The End Of Cosmetic Animal Testing Now Awaits Presidential Sanction; Understand What Changes For The Industry And For The Consumer.
The Chamber of Deputies has taken a historic step towards the end of cosmetic animal testing in Brazil. In a decisive vote, the bill prohibiting the use of living vertebrate animals in research and testing for the development of personal hygiene products, cosmetics, and perfumes was approved. The text now goes to the sanction of the President of the Republic.
The approval represents a major victory for the animal rights cause and aligns Brazil with a global trend towards more ethical practices in the beauty industry. The proposal, which had been under consideration in Congress for years, establishes new rules for the sector and encourages the adoption of alternative methods, placing the country at a new level of innovation and responsibility.
What Does The New Law Prohibit?

The text is clear and comprehensive. The main measure is the prohibition of the use of vertebrate animals in testing and experiments to assess the safety or efficacy of finalized cosmetic ingredients and products. This means that companies will no longer be able to perform procedures that cause suffering to animals to validate new items that come to market.

Are There Exceptions?
Yes, but they are very restricted. The proposal allows the use of animals in exceptional situations, only when there are serious concerns about the safety of a widely used ingredient that cannot be replaced. In these cases, authorization will depend on approval from the National Council for the Control of Animal Experimentation (Concea).
Another important point is that companies needing to use data from animal testing to meet requirements from other countries (in non-cosmetic regulations) will be prohibited from using labels such as “cruelty-free” on their labels in Brazil.
The Future: Alternative Methods And Enforcement
The project sets a deadline of two years for health authorities to encourage and oversee the adoption of alternative methods that do not use animals. Science already offers several more modern and effective options, such as:
- Computational Models (in silico);
- Cell and Tissue Cultures;
- Organoids (mini-organs created in the laboratory);
- 3D Bioprinting of Human Skin.
An Ethical And Scientific Advance

The approval was celebrated by parliamentarians from different parties. The rapporteur of the project, Deputy Ruy Carneiro (Podemos-PB), classified the measure as “an ethical and scientific advance”. Deputy Célio Studart (PSD-CE) stated that testing is “unacceptable in the 21st century”, while Deputy and activist Duda Salabert (PDT-MG) celebrated the approval as a “personal achievement”.
Fines for those who violate the law were maintained, ranging from R$ 1,000 to R$ 20,000, depending on the infraction. With presidential sanction, Brazil will join more than 40 countries that have already banned this practice, consolidating a new chapter in the history of the national cosmetics industry.
