The Brazilian Air Force has a partnership in place with BNDES (National Bank for Economic and Social Development) for the future concession of an area at the Port of Santos, located in the state of São Paulo, for the development of a cargo terminal. This is the new bet of the Brazilian agency to ensure the utilization of the potential for cargo movement and to expand the presence of the complex in the port sector.

The Brazilian Air Force intends to use an area under its domain at the Port of Santos, which is outside the organized port (administered by the state-owned Santos Port Authority), for future concession to the private market. Thus, a new cargo terminal would be built at the complex to boost cargo movement operations at the site.
To facilitate the delivery of the area to the private initiative, the Brazilian Air Force signed a contract with BNDES, which will be responsible for conducting the bidding process for the concession. Therefore, the selection of the company that will take over the site will be made through a public competition, which will be administered by the bank.

Thus, despite managing the cargo terminal, the new lessee will have to provide engineering services for the Air Force, such as contracting works and renovations to be carried out at other operational bases and assisting in the provision of services in this segment.
The Brazilian Air Force Intends to Utilize the Cargo Movement Potential That the Port of Santos Terminal Will Have with the Bidding Administered by BNDES
The main objective of the Brazilian Air Force with the partnership with BNDES for the concession of its area at the Port of Santos to the private initiative is the economic utilization that the site possesses. After all, the territory spans a vast area of 600,000 m², in addition to having access to the estuary of the port and a back area for storage, thus ensuring a high potential for the creation of a terminal at the site.
Moreover, with the prior conduct of studies in the area of the Port of Santos, it has been verified that the area of the Air Force can be used for the movement of both solid and liquid bulk. Thus, Osmar Lima, head of the Department of Deregulation at BNDES, noted that the area is already being observed by investors and stated: “Several logistics groups have already expressed interest and have developed projects for the site. Demand will not be a problem.”
Now, BNDES will proceed with the processes for opening concession bids and other bureaucratic steps, in addition to conducting studies between late 2022 and early 2023, so that the bidding competition can take place in the second half of next year.
