ValeCard Survey Shows Widespread Decline in Fuel Prices in September, Influenced by Oil Price Drop and Regional Tax Adjustments
In September 2025, the price of gasoline and diesel decreased in 19 Brazilian states, while ethanol recorded a decline in 16 federative units, according to the national survey by ValeCard, a company specializing in mobility solutions and corporate payment methods. The analysis, conducted between September 1 and 26, considered more than 25,000 gas stations across the country. According to the study, the movement reflects the effects of the temporary oil downturn in the international market and regional cost and tax adjustments, although localized increases still persist in states with greater logistical weight.
The average price of gasoline was R$ 6.374, a slight reduction of R$ 0.001 (-0.02%) compared to August. The ethanol averaged R$ 4.442, an increase of R$ 0.033 (+0.75%), while diesel S-10 dipped R$ 0.009 (-0.14%), reaching R$ 6.298. These values reflect real payments made at ValeCard-accredited stations, making the survey a true snapshot of price behavior.
According to Marcelo Braga, Director of Mobility and Operations at the company, “September brought a relief scenario for fuels, with gasoline and diesel prices declining in 19 states. The combination of a weaker oil price abroad and regional cost and tax adjustments explains the variations, although adjustments occur at different rates among states,” the executive highlighted in an interview on September 30, 2025.

Southeast: Price Increases in Three of Four States
In the Southeast, three of the four states recorded increases in gasoline prices. Espírito Santo led the rise with +0.57% (from R$ 6.491 to R$ 6.528). In São Paulo, while maintaining the lowest average price in the country (R$ 6.172), there was an increase of 0.31%. In Minas Gerais, the variation was slight, at +0.05%. Meanwhile, Rio de Janeiro experienced a slight drop of 0.03%, from R$ 6.239 to R$ 6.237.
North: Largest Increase and Decrease in Brazil
In the North region, five of the seven states saw reductions in prices. Amapá recorded the largest decrease in the country, at -1.66% (from R$ 7.165 to R$ 7.046). Following were Acre (-0.44%), Tocantins (-0.40%), Pará (-0.28%), and Amazonas (-0.25%). On the other hand, Roraima maintained the highest gasoline price in Brazil (R$ 7.583), with a slight increase of 0.01%, while Rondônia showed the highest national increase at +0.73%, approaching R$ 7 per liter (R$ 6.997).
Northeast: Second Lowest National Average
In the Northeast, only Pernambuco saw an increase of +0.25%. The other states recorded significant declines, especially Alagoas, which had a drop of 1.40% (from R$ 6.663 to R$ 6.570). Next were Piauí (-0.76%), Rio Grande do Norte (-0.62%), Paraíba (-0.58%), which maintains the second lowest price in the country (R$ 6.177), Bahia (-0.52%), Ceará (-0.35%), Maranhão (-0.22%), and Sergipe (-0.19%).
Center-West and South: Predominance of Decreases
In the Center-West, Distrito Federal had the second largest drop in the country, at -1.51% (from R$ 6.539 to R$ 6.440). Mato Grosso (-0.36%) and Mato Grosso do Sul (-0.16%) also saw declines, while Goiás was the only state with an increase, of +0.57%. In the South, the variations were modest: Santa Catarina (-0.57%), Paraná (-0.22%), and Rio Grande do Sul, where the price remained stable at R$ 6.214.
Ethanol Prices Rise in the Southeast and Fall in Other Regions
In the Southeast, ethanol prices rose in all states. São Paulo, even with the lowest national average price (R$ 4.189), had the largest increase in the region, with +1.85%, followed by Rio de Janeiro (+0.79%), Minas Gerais (+0.73%), and Espírito Santo (+0.43%).
In the Northeast, there was a widespread decline, led by Rio Grande do Norte (-3.65%), which fell from R$ 5.124 to R$ 4.937. Following were Ceará (-3.27%), Piauí (-1.93%), Paraíba (-1.32%), Alagoas (-1.17%), Maranhão (-0.91%), Pernambuco (-0.76%), Sergipe (-0.62%), and Bahia (-0.44%).
In the North, Amapá recorded the largest percentage drop in the country (-12.01%), falling from R$ 5.311 to R$ 4.673. Amazonas, despite a decrease of -4.06%, still has the second highest price nationally (R$ 5.193). Tocantins (-2.38%) and Pará (-0.43%) also dropped, while Roraima (+2.07%) and Rondônia (+0.39%) saw increases. Acre maintained stability at R$ 5.290, the highest price in Brazil.
Diesel S-10: National Average Decrease of 0.14%
The diesel S-10 experienced a national average decline of 0.14% in September, with reductions in 19 states. In the Center-West, Distrito Federal (-0.78%), Goiás (-0.24%), and Mato Grosso do Sul (-0.03%) reported declines, while Mato Grosso saw a slight increase of +0.32%. In the Northeast, Paraíba maintained the cheapest diesel in the country (R$ 6.010), despite an increase of +0.10%, followed by Alagoas (+0.09%). Seven other states saw decreases, with Sergipe (-1.09%) and Ceará (-0.96%) among the largest drops.
In the North, Acre (-1.23%) held the second highest national price (R$ 7.472). Amapá had the largest increase in the country (+2.05%), reaching R$ 7.057, while Roraima increased by +1.09%, reaching R$ 7.489, the highest value in Brazil. In the South, all states showed decreases: Rio Grande do Sul (-0.66%), Santa Catarina (-0.44%), and Paraná (-0.18%). In the Southeast, São Paulo remained stable at R$ 6.214, Espírito Santo (-0.33%) and Rio de Janeiro (-0.08%) saw slight drops, while Minas Gerais (+0.13%) showed a small increase.
