Federal Government Opens Over 8,000 Positions in New Public Competitions for Basic, Secondary, and Higher Education with Salaries of Up to R$ 20,000

Due To A Large Deficit, Federal Government Is Planning To Open More Than 8 Thousand Jobs In New Public Competitions At The Elementary, Middle, And Higher Level In Several Agencies.

The Ministry of Management and Innovation in Public Services recently announced new public competitions to allocate more than 2,480 public servants in the federal public administration this year. In total, there are 8,360 new positions opened in Federal Government agencies in 2023 alone.

Which Agencies Have Open Public Competitions?

Esther Dweck, Minister of Management and Innovation in Public Services, announced on June 16 the authorization for the opening of 4,436 positions in public competitions this year. Subsequently, she increased this number to 5,880 positions in dispute.

In addition to the 2,480 positions announced in public competitions, there will also be 546 appointments authorized in already conducted competitions, which expands the total to 3,026 vacancies to be filled.

The annual fiscal cost will be R$ 546 million. The salaries announced for the new positions may vary from R$ 6 thousand to R$ 21 thousand, according to the minister. Among the agencies with requested public competitions are:

  • ANS (National Health Agency) (35);
  • Ministry of Management and Innovation in Public Services (650);
  • Anac (National Civil Aviation Agency) (70);
  • Securities and Exchange Commission (60);
  • IBGE (Brazilian Institute of Geography and Statistics) (895);
  • ANTT (National Land Transportation Agency) (50);
  • ANA (National Water and Basic Sanitation Agency) (40);
  • Ipea (Institute of Applied Economic Research) (80);
  • Ministry of Planning and Budget (100);
  • Ministry of Finance (40);
  • Anatel (National Telecommunications Agency) (50);
  • Antaq (National Waterway Transport Agency) (30);
  • Anvisa (National Health Surveillance Agency) (50);
  • Central Bank (100);
  • Aneel (National Electric Energy Agency) (40);
  • Previc (National Superintendency of Complementary Pension) (40);
  • MDIC (Ministry of Development, Industry, Commerce, and Services) (50);
  • Ministry of Justice and Public Security (100).

Federal Government Faces A Large Deficit In Agencies

The Brazilian Institute of Geography and Statistics (IBGE) has the highest number of open positions, with a total of 895 vacancies. The ministry itself led by Esther Dweck is in second place, with 650 vacancies in total.

The National Syndicate of Central Bank Employees (Sinal) has criticized the holding of a public competition without first restructuring the career.

The category complains about the organization of a new exam for hiring employees that does not require a higher education degree, contrary to the level of qualification required by the career. The Central Bank is on the list of new public competitions and will have 100 positions.

Esther Dweck states that it is difficult to determine which sector is most in need in the Federal Government and criticized the last government, which, according to her, celebrated job cuts. The minister also declared that the government will announce by August 31 the vacancies that will be open in 2024, prior to submitting the Annual Budget Law Project (PLOA) to Congress. Dweck claims that 80 thousand vacancies have been requested by public agencies, but that the number will definitely be lower than that of 2023.

Federal Government Plans To Create New Criteria For Conducting Public Competitions

The Ministry of Management and Innovation in Public Services announced that it will eliminate 13,375 vacancies at the middle level and create 9,935 at the higher level in the public sector. This will be a transformation of positions with no fiscal impact. There will be the creation of commissioned positions in the Ministries of Finance and Health.

In addition, the Federal Government plans to create new criteria for conducting public competitions due to possible frauds. In this way, it seeks to increase competition and ensure greater legal security, as well as better select candidates.
