The Minister Of Mines And Energy, Bento Albuquerque, assured on Wednesday, October 6, that by the end of this year, the Federal Government will regulate the exploitation of offshore wind energy. Currently, there are no defined rules regarding the entry of this source into the energy matrix, although environmental agencies like Ibama are already moving towards advances and have projects under review. Interested Parties In The Regulation For Offshore Wind Energy Exploitation

The state of Ceará is one of the main stakeholders in this Federal Government regulation. Of the nearly 40 GW of production capacity in the country for offshore wind energy, almost one-third are projects to be developed along the coast of Ceará. The Caucaia and Asa Branca projects, both on the Ceará coast, have the oldest evaluation processes, respectively from 2016 and 2017.

Only Ceará, based on data from the Wind And Solar Atlas, has a production potential of 117.2 GW, which exceeds the 2.8 GW of installed capacity that serves the state. Brazil has a potential of 5,000 GW. The minister also emphasized that the country should not return to daylight saving time, a measure seen as a solution for reducing energy consumption. According to the minister, the Government guarantees “total governance” over the water crisis and that there will be no blackouts.

Creation Of Auction For Offshore Wind Energy Areas

According to a report published by the epbr website, the regulatory framework for offshore wind energy should be established by decree and create rules to define, through auction, who will have the right to explore marine areas for energy generation. The auction would resolve the dilemma of overlapping projects currently undergoing licensing with Ibama, for example.

The government’s regulation is highly anticipated by market sectors, which demand clear rules and legal certainty. Global players already operating plants of this source, such as Neoenergia, Engie, and Equinor, are already preparing projects in Brazil. Recently, Shell also stated that it is only awaiting the source guidelines in Brazil and will develop a plan for it.
