Vicente Aquino, an Anatel advisor, guided, in an extraordinary way, the process of authorization of a foreign satellite for the Starlink low-orbit constellation, owned by billionaire Elon Musk. The meeting of the board of directors takes place this Monday (20). Starlink applied for authorization to operate its low-orbit satellites in Brazil, offering internet via satellite to low-income people. In addition to the requests made by Starlink, Elon Musk, and Swarm for low orbit satellites, the entity is also analyzing five other authorization processes that are in different stages, however with some already distributed to the board of directors.

Starlink satellites will monitor the Amazon

Last month, minister Fábio Faria met with Starlink owner Elon Musk in the US, and on the occasion announced a partnership that seeks to use starlink technology to monitor the Amazon and broadband in the region.

It is worth mentioning that the company is not specialized in observation and focuses on the satellite internet market, promising greater internet accessibility for the low-income population.

Specialists stated that one of the topics that would have motivated the meeting between Elon Musk and the minister was the request for authorization for the operation of internet via satellite in the country, and the adequacy of this type of service, with several satellites, to national regulations.

Stakes for the release of satellite internet for low-income people

Normally, Anatel does not impose any blockade for the release of foreign satellites in the country, but in this specific case of low orbit satellites there is a greater concern that is faced by regulators from all over the world, about coordination problems with other satellite companies by use of frequencies, collision risks, space debris, visual pollution, among others.

In the USA, some companies that already operate show a growing concern with the aggressiveness of the regulatory attacks by Elon Musk, who has already shown himself against excessive sectoral regulation for the launch of rockets in satellite operations.

It is a complex sector, considering that it involves spectrum coordination, space debris, orbital positions between different countries and providers, making regulators much more cautious with their decisions.

About a company

Starlink is a satellite constellation evolution project being developed by Elon Musk's SpaceX company. The intent is to create a high-performance, low-cost satellite platform and customer ground transceivers needed to install a new Internet-based communications system. The company's satellites weigh around 260 kg and feature a flat-panel design with multiple high-performance antennas on a single solar array.

These large constellations of orbiting artificial satellites will form the backbone of a global broadband internet network. The company estimates to launch more than 17 of these satellites.
