Vicente Aquino, a councilor of Anatel, has placed the process for the authorization of foreign satellites for the low-orbit constellation Starlink, owned by billionaire Elon Musk, on the extraordinary agenda. The board meeting takes place this Monday (20). Starlink has requested authorization to operate its low-orbit satellites in Brazil, offering internet via satellite for low-income people. In addition to the requests from Starlink, owned by Elon Musk, and Swarm for low-orbit satellites, the agency is also analyzing five other authorization processes that are at different stages, some of which have already been distributed to the board.

Hurdles for Releasing Satellite Internet for Low-Income People
Typically, Anatel does not impose any hurdles for approving foreign satellites in the country, but in this specific case of low-orbit satellites, there is a greater concern faced by regulators worldwide regarding coordination issues with other satellite companies over frequency use, collision risks, space debris, visual pollution, among others.
In the USA, some companies that already operate show a growing concern about the aggressive regulatory attempts by Elon Musk, who has expressed opposition to excessive sector regulation for the launch of rockets for satellite operations.
This is a complex sector, considering it involves spectrum coordination, space debris, orbital positions between various countries and providers, making regulators much more cautious with their decisions.

Starlink is a project of evolving satellite constellations being developed by SpaceX, Elon Musk’s company. The aim is to create a high-performance, low-cost satellite platform and terrestrial transceivers necessary for installing a new communication system based on the internet. The company’s satellites weigh about 260 kg and feature a flat panel design with multiple high-performance antennas on a single solar panel.
These large constellations of artificial satellites orbiting will form the backbone of a global broadband internet network. The company estimates launching more than 17,000 of these satellites.
