A new change to the Brazilian Traffic Code may surprise drivers and directly affect the points on their National Driver’s Licenses (CNH).
The Bill 3412/23, currently under analysis in the Chamber of Deputies, promises a significant reduction in the number of accumulated points.
However, there is an important detail that is raising concern among many drivers on alert. After all, this reduction in accumulated points will only apply to those who stay clear of traffic violations for a specific period.

The Bill 3412/23, which amends the Brazilian Traffic Code, offers an innovative proposal for those looking to be more cautious on the road.
The law provides for a one-third reduction of accumulated points on the driver’s license, provided that the driver does not commit any new violations for a period of six months.
This measure aims to encourage more careful and responsible driving.
According to Deputy Antonio Carlos Rodrigues (PL-SP), the author of the proposal, the idea is to reward drivers who avoid reoffending traffic violations, bringing benefits to those who adopt safer behaviors on the road.
“We intend to reward drivers who try to drive more carefully, as the reduction of points will only benefit those who do not commit new violations,” Rodrigues emphasized in a recent statement.
What Is Needed for the Bill to Be Approved?
Currently, the proposal is under analysis by the Chamber of Deputies, where it will go through a series of committees before proceeding to a vote.
The Committees on Transportation and Constitution, Justice, and Citizenship will be responsible for evaluating the project.
According to the legislative procedure, the text must be approved by both the Chamber and the Senate to become a valid law.
Benefits and Criticism: What to Expect?
For many, this proposal brings an opportunity for relief. Drivers who accumulate points on their licenses may have the chance to reduce this score, avoiding the suspension of their driving privileges.
However, the measure has already sparked discussions about its effectiveness.
On one hand, it encourages more responsible driving, but on the other, critics point out that drivers may feel “free” to commit new violations after the six-month period without penalties.
This proposal also does not change the number of points that result in CNH suspension, maintaining the limits of 20, 30, or 40 points, depending on the type of violation committed.
What Happens Now?
If the project is approved in the committees and voted favorably by the Chamber and the Senate, it will be sent for presidential sanction and may come into effect.
The expectation is that the analysis will be swift, given the public interest surrounding the changes in traffic rules.
