Restructuring expands federal positions, strengthens public education, and forecasts billion-dollar impact with new positions, technical career, and benefits for employees, within the strategy of modernization of the state and expansion of the higher education and technical network in the country.

President Luiz Inácio Lula da Silva signed Law Project 5,874 of 2025 on Monday (30).

The measure includes changes in the structure of the federal public service, authorizes the creation of more than 24,000 positions in the federal education network and other strategic areas, and projects an impact of up to R$ 5.3 billion in 2026.

The package concentrates the majority of new positions in education, with 13,187 teaching positions and 11,576 positions for administrative technicians in education, in addition to the creation of the Federal Institute of Sertão Paraibano.

Expansion of positions in federal education

The measure was presented by the government as part of a broader restructuring of Executive careers.

According to the Ministry of Management and Innovation in Public Services, the text consolidates more than 20 topics related to personnel management, reorganizes functions, creates transversal careers, and establishes new mechanisms for professional progression and appreciation.

The estimated reach exceeds 200,000 employees, including active and retired, in different segments of the federal machinery.

In practice, the educational axis concentrates the main reinforcement.

The government authorized the gradual expansion of the staff of federal universities and federal institutes with new teaching and technical support positions.

The initiative aims to support the expansion of the federal public education network.

The Ministry of Management states that the creation of these positions should strengthen educational offerings, support the interiorization of professional and technical education, and provide support for the functioning of existing institutions and those still being implemented.

Appreciation of employees and new careers

In addition to the direct reinforcement in classrooms and the administrative structure of federal institutions, the project creates the Special Plan of Positions of the Ministry of Education.

It also establishes the Recognition of Knowledge and Competencies for administrative technicians in education.

The change allows for the formal recognition of knowledge and experiences accumulated throughout the professional journey.

The mechanism includes learning outside of traditional academic training and meets a historical demand of the category.

Another central point of the proposal is the creation of the career of Technical Analyst of the Federal Executive Power.

The new structure reorganizes positions previously scattered across various plans and careers and increases mobility among agencies.

The approved text also opened space for the creation of 1,500 positions in the Ministry of Management and Innovation.

Fiscal impact and gradual execution

In the regulatory area, the proposal also authorizes the creation of 225 positions at Anvisa.

The text also provides for two transversal careers with 750 positions each.

Part of the restructuring occurs through the transformation of vacant positions into new functions, without additional expense increases in these cases.

The estimated fiscal impact of up to R$ 5.3 billion for 2026 is already provided for in the Annual Budget Law.

The government itself states that execution should not occur entirely in the first year.

The disbursement depends on the implementation of new federal institutes and the conduct or completion of public competitions.

According to official calculations, the expense corresponds to about 1.5% of the total projected for personnel of the federal Executive in 2026.

New benefits and changes in public management

The project incorporates other provisions negotiated throughout the processing in Congress.

Among them is the creation of the Temporary Gratification for Execution and Support of Technical and Administrative Activities.

The proposal also provides for the possibility of adopting on-call or alternating shifts.

In the case of Civil Defense, the measure allows for differentiated work hours in situations of monitoring and response to disasters.

The restructuring also authorizes the conduct of medical-expert examinations via telemedicine or document analysis.

In the remuneration field, the text includes adjustments for different federal careers. Among them are the Tax and Customs Career of the Federal Revenue and the Labor Fiscal Audit Career.

New federal institute and expansion strategy

The creation of the Federal Institute of Sertão Paraibano was another highlight of the signing. The new institution arises from changes in the federal education network.

The initiative was supported by the President of the Chamber, Hugo Motta, who accompanied the signing alongside Lula.

During the processing, the measure was associated with the expansion of higher and technical education presence in less served regions.

In the official speech, the signing integrates the agenda of state transformation led by Minister Esther Dweck.

The ministry states that the objective is to reduce distortions between careers, reorganize positions considered obsolete, and strengthen strategic areas.

In the case of education, the government associates the package with the appreciation of teachers and technicians and the support for the expansion of federal universities and institutes.
