Billion-Dollar Investment Advances on the East Ring Road with New Connections, Extensive Overpasses, and Urban Changes That Promise to Alter Commuting, Regional Logistics, and the Routine of Strategic Municipalities of Alto Tietê.
The government of São Paulo monitored, on the 15th, the progress of the Alto Tietê Viaduct Complex works, a project that creates new connections from Suzano and Poá to the East Section of the Mário Covas Ring Road (SP-021).
The intervention, conducted by the concessionaire SPMar, plans new entry and exit access in both directions of the ring road, in addition to adjustments to municipal roads to absorb the increase in traffic.
With an investment exceeding R$ 1 billion, considering stages such as studies, executive project, expropriations, and execution, the project is expected to be completed by November 2027.

New Access to the East Ring Road and Impact on Alto Tietê
The Viaduct Complex was designed to serve Poá and Suzano, but the expectation of the state government is that the effects reach all of Alto Tietê.
The official estimate is that 1.6 million residents will benefit from better distribution of flow and more route alternatives, especially for those relying on connections to highways and industrial areas.

During the inspection, Governor Tarcísio de Freitas stated that the project should gain momentum in the coming months and linked it to the set of interventions in the Ring Road system.
“We will finish 2025 delivering works, precisely the first kilometers of the North Ring Road. And now we start the year also on the Ring Road, now in the eastern section. This work began last November and, from now on, will gain ‘traction’. This is an important work not only to ensure the entry and exit of the Ring Road but also to bring improvements to local road issues and prevent bottlenecks in the cities of Alto Tietê.”
Planned Interventions in Suzano
In Suzano, the package includes two new access ramps connecting the Henrique Eroles Highway to the Ring Road.
Additionally, the project includes a new entry to connect the ring road to the municipality via Avenida Brasil, with two overpasses designed to organize traffic flow and reduce conflict points between local traffic and vehicles entering or exiting the Ring Road.
To enable these changes, adjustments are also planned for municipal roads, aiming to prepare the surroundings for the additional flow that tends to concentrate during peak hours and on truck routes moving to industrial hubs.
The proposal, according to the disclosed planning, is to prevent gains on the highway from resulting in traffic jams within the urban network.
Overpasses of Up to 900 Meters and Road Remodeling in Poá
In the case of Poá, the work focuses on some of the longest segments of the complex.
The expectation is to construct two overpasses connecting the Ring Road to Alto Tietê, one with approximately 900 meters of length, positioned over the ring road itself.
The second, approximately 850 meters, is planned to be alongside the inner lane of the Ring Road, linking to the planned entries.
Another initiative announced for the municipality is the complete remodeling of the access roundabout, accompanied by adjustments to nearby streets and avenues.
The intention, according to the project, is to organize the flow of vehicles using the connection, reducing critical turning movements and increasing traffic predictability upon entering the city.
Marginal, Footbridge, and Cycle Paths in the Works Package
In addition to the new ramps and overpasses, the Alto Tietê Viaduct Complex includes a marginal parallel to the outer lane of the Ring Road.
This section is expected to consist of 1.7 kilometers of overpasses over the Várzea do Rio Tietê, part of a set of structures that will also include a footbridge for pedestrians and the implementation of cycle paths.

The combination of additional lanes, new connections, and crossing structures aims to increase capacity and road safety in a segment that concentrates metropolitan commuting and freight circulation.
The State Secretary for Partnerships in Investments, Rafael Benini, attributed the project to the need to reduce conflicts between urban traffic and through traffic.
“The goal is to increase safety, improve the fluidity of urban traffic in the municipalities of the region, and offer more comfort to drivers. The new accesses should also enhance logistical capillarity by enabling direct connections between neighborhoods and industrial areas to the ring road, reducing distance and travel time.”
Heavy Traffic, Logistics, and Regional Integration
The announced estimate is that over 22,000 vehicles will start using the complex daily, particularly highlighting heavy vehicle traffic.
The expectation is that, with the new connections, trucks and buses will have more direct alternatives to access the Ring Road, reducing internal routes in neighborhoods and residential areas.
By facilitating entry and exit from the East Section, the project also targets the integration of Alto Tietê with state and interstate routes, as well as the logistical path to the Port of Santos.
The proposal presented by the government is to consolidate the region as a metropolitan circulation corridor, impacting travel time and predictability for freight transportation.
Inclusion in the SP pra Toda Obra Program
The interventions are part of the SP pra Toda Obra, a state program that includes roadworks under the management of DER-SP and concessionaires, with oversight from Artesp.
In the segment disclosed by the government, the program foresees improvements in 21.2 thousand kilometers of roads, with an announced investment of R$ 30.5 billion, described by the state executive as the largest in São Paulo’s history.
With execution expected by 2027, the Alto Tietê Viaduct Complex will become one of the key projects around the Ring Road to reduce bottlenecks and expand connections between cities in the region and the ring road.
Depending on the progress of the construction fronts and traffic behavior after completion, the new road layout is likely to redefine commuting routines and the logistical dynamics of Alto Tietê.
