With the Billion-Dollar Mega Project, Petrobras Confirms Investment Exceeding R$ 8.3 Billion to Complete Train 2 of RNEST in Ipojuca, in the Suape Complex. Nine Contracts Have Been Signed, 2,500 Workers Are Mobilized, and the Delivery by 2029 Expands Diesel S10 and Reduces Imports of National Fuels.

Petrobras confirmed that the billion-dollar mega project in Pernambuco enters a new phase with an investment exceeding R$ 8.3 billion to complete Train 2 of the Abreu e Lima Refinery, RNEST, in Ipojuca. The disclosed projection is for around 30,000 direct and indirect jobs over the course of the works.

The announcement also links the billion-dollar mega project to national supply: the completion of Train 2 is presented as a strategy to reduce the dependence on fuel imports, especially diesel and gasoline, by expanding refining capacity and increasing the production of derivatives such as diesel S10.

What Is Train 2 and Why Has the Billion-Dollar Mega Project Changed Levels?

Petrobras billion-dollar mega project in Train 2 of the Abreu e Lima Refinery expands diesel S10 and refining in Pernambuco; see investment and jobs until 2029.

The investment is focused on completing Train 2, described as an expansion of RNEST’s capacity, one of Petrobras’ most modern refineries.

In industrial practice, each “train” functions as a complete refining line, capable of transforming crude oil into derivatives, focusing on diesel S10 and gasoline.

The billion-dollar mega project does not create a refinery from scratch, but adds a new set of industrial units to complement Train 1, which has been in operation since 2014.

This combination is what sustains the projection of a leap in capacity and fuel supply throughout the project’s timeline.

Ipojuca and Suape: Where the Billion-Dollar Mega Project Is Concentrated

The reported location for the expansion is Ipojuca, in Pernambuco, within the Suape Industrial Port Complex.

The choice of the hub is relevant because it connects industrial and logistical infrastructure, which tends to influence the supply chain of materials, services, and labor during execution.

By mentioning Suape, the project’s communication reinforces that the billion-dollar mega project is integrated into an already structured industrial complex, with direct implications for the regional mobilization of workers and the hiring of support services in nearby municipalities.

Contracts and Companies: Nine Agreements Already Signed to Bring Train 2 to Life

To enable the restart, Petrobras has signed nine contracts with engineering, construction, and technology companies.

Among the companies mentioned are Consag, Tenenge, CPL, Possebon, Tecnosonda, and Schneider Electric, making up the core of suppliers associated with the advancement of the worksite.

The presence of these contracts is treated as a decisive operational step of the billion-dollar mega project, as it defines work fronts, execution schedules, and the ability to quickly scale mobilization, which has already begun and tends to grow gradually.

Jobs: 2,500 Already Mobilized and Projection of Up to 30,000 Throughout the Billion-Dollar Mega Project

The disclosed numbers indicate that over 2,500 workers are already engaged in the works, with expectations for gradual growth during construction.

The reported ceiling for mobilization is up to 30,000 direct and indirect jobs over the course of the project.

In addition to positions directly linked to Train 2, the text associates the billion-dollar mega project with indirect opportunities in food, transportation, lodging, commerce, and specialized services, with increased income circulation in Ipojuca and neighboring municipalities.

The demand for labor is also described by professional profiles: engineering, safety, and project management, maintenance, instrumentation, and automation technicians, as well as welders, assemblers, electricians, and equipment operators.

There are also support services in industrial cleaning, logistics, and collective dining.

Capacity and Production: 130,000 Barrels per Day and Diesel S10 at Industrial Scale

In technical terms, Train 2 is presented as an addition of 130,000 barrels per day of refining capacity.

With the expansion, RNEST’s total capacity could reach 260,000 barrels per day, combining Train 1 and Train 2 in the same plant.

In production terms, the billion-dollar mega project is associated with an increase in diesel S10.

The disclosed estimate is for an increment of about 13 million liters per day of diesel S10 to national capacity, in addition to other derivatives.

This volume is presented as a reinforcement for servicing the North and Northeast regions and as a tool to reduce the need for imports, aligning the production and logistics of fuels with the declared goal of reducing external dependence.

Timeline Until 2029 and Integration with the Modernized Train 1 in 2025

The reported timeline anticipates completion by 2029, within the 2025-2029 Business Plan.

The reference to the plan ties the billion-dollar mega project to the official window of the company’s investments and sets the horizon for Train 2’s operational start.

In the existing infrastructure, RNEST inaugurated Train 1 in 2014, and in March 2025, Petrobras completed modernization works on Train 1.

The modernization is presented as preparation to operate in an integrated manner with Train 2, raising standards of efficiency and safety.

The Effect on Supply: Less Import and Higher Quality Fuel

The strategy described for the billion-dollar mega project is to increase the supply of higher quality and lower carbon fuels, with an emphasis on expanding the refining park.

In this regard, Petrobras President Magda Chambriard is quoted highlighting the quality gain associated with the expansion.

With the expansion, RNEST is expected to increase the production of diesel and other strategic derivatives, consolidate as a refining hub for the North and Northeast, and expand the supply of fuels with lower environmental impact. The text also relates this movement to the strengthening of the oil and gas chain and the organization of the refining and supply infrastructure in the country.

The confirmation of investment exceeding R$ 8.3 billion positions the billion-dollar mega project of Train 2 of RNEST as one of the largest recent industrial projects in Pernambuco, with a projection of up to 30,000 direct and indirect jobs and completion expected by 2029.

In addition to already signed contracts and initial mobilization of 2,500 workers, the plan connects a capacity of 130,000 barrels per day and expansion of diesel S10 to a central goal: to reduce imports of fuels.

For those monitoring local impacts, the immediate effect is the pressure for labor and services in Ipojuca and the Suape region; for those observing the fuel market, the technical point is the integration with the modernized Train 1 in March 2025 and the promise of increasing supply of diesel S10 by 2029.

Do you believe that the billion-dollar mega project of Train 2 in Ipojuca will actually reduce diesel and gasoline imports, or will Brazil remain dependent on the external market even with the project until 2029?
