The National Institute of Social Security (INSS) is making progress on one of the most anticipated changes in recent years: the complete digitization of medical examinations. Starting in 2026, beneficiaries will be able to be assessed via video conference, without having to travel to an agency, as announced by the Ministry of Social Security.

The measure promises to reduce historical queues, speed up benefit recognition, and facilitate access for those living in regions with few medical examiners.

A Digital Turn in Medical Examination Services

The transformation began in 2024 with the Connected Examination project, which has already surpassed 158,000 remote appointments across the country. The system allows insured individuals to attend a nearby INSS unit, where they are examined via video by an expert located in another state.

The result is immediate: shorter travel distances, greater outreach of the service, and an average analysis time up to 40% faster.

The Ministry of Social Security plans to expand this model by 2026, integrating all forms of assessment—both temporary disability assessments and benefit review and social assistance (BPC/LOAS) evaluations. For the government, this step is inevitable considering the size of Brazil and the need to modernize public service.

End of Queues and Less Bureaucracy

According to Minister Carlos Lupi, the goal is clear: to eliminate examination queues by the end of 2026. The arrival of 500 new federal medical examiners, announced in September 2025, is part of the preparation for this new digital model.

These professionals are being distributed especially in the North and Northeast regions, where the lack of specialists was a primary cause of delays at the INSS.

“With remote examinations, we are able to provide services where it was previously impossible. This is the way toward a more human and efficient service,” said Wolney Queiroz, Secretary of Social Security, in an interview with Agência Gov.

How Video Examinations Will Work

The new system will be integrated into My INSS, the official service platform for Social Security. The beneficiary will be able to schedule their examination online and choose between in-person or remote modalities.

On the scheduled day and time, they will connect with an authorized examiner in a secure video conferencing room, either from home (for those with technical capabilities) or from a properly equipped INSS unit.

During the appointment, the doctor may request additional tests, verify documents sent digitally, and issue reports on the same day. The electronic signature and audiovisual record will ensure the legal validity of the process.

Benefits and Challenges of the New Modality

Among the main advantages, the government highlights:

  • Reduction of logistical costs: fewer trips and lower public spending.
  • Increased access: remote regions will now have regular service.
  • Agility: average analysis time may drop from 45 to 15 days.
  • Transparency: digital records and audit trails at all stages.

However, experts warn that complete digitization still faces challenges. In areas with poor connectivity, remote access may be unfeasible. Additionally, complex cases—such as long-duration assessments or those requiring detailed physical examinations—will need to continue being in-person.

Another point of concern is data security: the INSS will need to strengthen the protection of sensitive information of beneficiaries, especially images and medical records.

The Role of the New Law in Digital Advancement

The initiative is supported by Law No. 15.201/2025, sanctioned by President Luiz Inácio Lula da Silva, which created the Benefits Management Program (PGB).

This program establishes productivity goals and financial bonuses for examiners and employees who participate in mutirões or digital evaluation systems.

The legislation also stipulates that the use of new technologies be a priority in social security service, paving the way for the consolidation of tele-examination across the national territory.

The Ministry of Social Security expects the system to be fully operational by the second half of 2026.

What Changes for Beneficiaries

The implementation of video examinations will bring a profound change in the citizen’s experience. The promise is for less waiting, more speed, and greater predictability.

Those who do not adapt to the digital modality will still have the right to in-person service, ensuring that no one is disadvantaged by the technological transition.

For beneficiaries in remote regions or with physical limitations, the impact will be even greater: long trips, transportation costs, and months of waiting may become a thing of the past.

A Silent Revolution in Public Service

The INSS, historically associated with slowness and bureaucracy, is now seeking to reposition itself as a benchmark in administrative innovation.

With the growing use of artificial intelligence in data cross-matching, digital signatures, and remote service, Social Security is taking a decisive step to integrate into the e-government agenda that is already advancing in other areas, such as SUS and the Federal Revenue Service.

The digitization of medical examinations, therefore, is not just a technical issue: it is a cultural change that promises to redefine access to social protection in Brazil.
