The recent introduction of Tier 4 in the Minha Casa Minha Vida program has brought renewed expectations for the real estate market. The Federal Government announced the expansion of the program, which now serves families with higher income brackets, allowing for more accessible financing and new possibilities for acquiring properties. For construction companies, this change represents an opportunity to boost sales, especially in the context of construction, and reduce the housing deficit in the country.
Minha Casa Minha Vida Tier 4: More Opportunities for Middle-Income Families
The main impact of Tier 4 is the increase in the income ceiling, allowing families with earnings of up to R$ 12,000 per month to finance properties of up to R$ 500,000.
Previously, the program only served families with incomes of up to R$ 8,000, and the financing cap was R$ 350,000.

Mirian Gasparin, a columnist for Band News FM Curitiba, spoke with MRV’s commercial director, Ítalo Pita, about the effects of this change.
“The change will drive sales and contribute to reducing the housing deficit. A large portion of the population did not fit into the available tiers and had difficulties financing a popular property, as they were held back by high interest rates in traditional financing”.
Pita added that the measure will benefit around 120,000 families across Brazil.
Impact of Curitiba and the Relevance of Paraná in the Real Estate Market
The city of Curitiba, known for its high property and land prices, is preparing for a new dynamic with Tier 4.
For Ítalo Pita, the capital of Paraná will be one of the biggest beneficiaries of this change, as it will allow more families access to credit.
According to him, with the new program, more people will be able to achieve the dream of homeownership in Curitiba, significantly heating up the local market.
In addition, the construction company MRV, which has a strong presence in Paraná, expects growth in property sales.
Paraná currently represents 7% of the company’s total sales, equivalent to approximately 3,000 housing units per year.
In Curitiba, MRV already has 600 housing units available, 90 of which are within Tier 4.
The construction company is also planning new launches for the second half of 2025, including a partnership with Cohab (Popular Housing Company of Curitiba), aiming to meet the growing demand for housing in the city.
With this, MRV estimates that nationally, it should sell around 50,000 properties this year, representing a 10% increase compared to last year.
Interest Rates and Economic Challenges: The Impact of Inflation on Inputs
Although the new financing conditions are more favorable, the real estate market still faces significant challenges.
The increase in interest rates, reflecting the rise in Selic, makes traditional mortgage credit more expensive, making financing costlier for a large part of the population.
However, Minha Casa Minha Vida remains a advantages alternative, with interest rates ranging from 4% to 10.5% per year, making credit more accessible than traditional financing.
Ítalo Pita explains that, in the lower brackets, real interest rates can be negative when considering the current inflation scenario.
However, the inflation of inputs is seen as the biggest challenge for construction companies. Since the process of selling properties occurs before construction, the rising prices of construction materials can affect the cost of projects and delay delivery schedules.
With more families able to access financing for higher-value properties and with more accessible terms, the program has the potential to accelerate the realization of the dream of homeownership for many people.
