Late Fine Doubles Starting in 2026
The legislation also establishes that the fine for late payment of the tax will double from 10% to 20% in 2026.
The daily charge of 0.33%, in addition to interest at the Selic rate, will be maintained in case of delay.
According to the Department of Revenue (Sefa), the goal is to compensate for part of the drop in revenue caused by the reduction in the rate.
IPVA Reduction: How Much Each Driver Will Pay
With the new rule, a vehicle worth R$ 50,000 will pay R$ 950 in IPVA, instead of the current R$ 1,750 — a difference of R$ 800.
A Volkswagen T-Cross, valued at R$ 115,200, will go from R$ 4,608 (in São Paulo, where the rate is 4%) to R$ 2,188.80 in Paraná.
According to government data, more than 2.5 million automobiles will be directly benefited, in addition to motorcycles, pickups, and vans.
In total, around 83% of the taxed fleet falls under the new rate.
What Changes and What Remains the Same
The reduction covers passenger vehicles, motorcycles over 170cc, pickups, and vans.
The state maintains the exemption for motorcycles up to 170cc, valid since 2025.
Buses, trucks, rental vehicles, cargo utilities, and GNV-powered models continue to be taxed at 1%.
The method of calculating the tax will not undergo changes.
The Fipe Table will continue to be used as a basis for the average market values in the state.
Impact on Revenue and State Economy
The government estimates that the decline in the rate will be partially offset by increased local registrations, the return of vehicles registered outside Paraná, and greater regularity in payments due to the lower value.
In a statement, Sefa stated that the change aims to “correct distortions and encourage the registration of vehicles in Paraná.”
The state expects to recover part of the revenue by attracting drivers who transferred their registrations to Santa Catarina, where the rate is 2%.
Experts consulted by local media believe that the strategy could increase fiscal competitiveness, but emphasize that the actual impact will depend on the behavior of the automotive market and compliance with the new policy by taxpayers.
Paraná Will Have the Lowest IPVA Rate in the Country
With a rate of 1.9%, Paraná will have the lowest IPVA for passenger cars in the country.
This rate is lower than that of Santa Catarina (2%), São Paulo (4%), and Rio de Janeiro (4%).
The 45% reduction was approved by the Legislative Assembly and sanctioned by the governor on September 23, 2025, effective from January 2026.
The new legislation amends Law No. 14,260/2003, which regulates IPVA in the state, and redefines the tax treatment for passenger vehicles and similar.
The other categories taxed at 1% remain under the same regime.
Who Will Benefit from the Reduction
Drivers of popular and compact cars, who represent the majority of the state fleet, should experience a larger reduction in the tax amount.
According to automotive sector analysts, in value ranges close to R$ 50,000, the percentage impact will be more significant.
Companies in rental, transport, and fleet sectors, whose categories remain at the 1% rate, will see no change in calculation.
Payment and Penalties for IPVA
The payment deadline calendar will follow the current format, with the possibility of payment in full with a discount or in installments.
In case of delay, starting in 2026, a 20% fine will be applied, in addition to 0.33% per day and interest at the Selic rate.
The Department of Revenue advises special attention to transfers of tax domicile.
Vehicles licensed in other states but used by residents in Paraná may be fined and required to pay the tax difference with penalties.
Practical Examples of Economy
Among vehicles priced between R$ 40,000 and R$ 60,000, a range that encompasses many used and semi-new cars, the difference will be noticeable.
A model valued at R$ 60,000 will go from R$ 2,100 to R$ 1,140 in IPVA.
Experts say that, although the values on the Fipe Table vary each year, the reduced percentage will ensure a tax lower than that charged in 2025 for vehicles of the same market value.
Government Expectations with the New Policy
The government is betting that the return of registrations and the higher compliance will help balance the public accounts after the reduction.
Fiscal area technicians believe that the outcome will depend on the volume of new registrations and the evolution of the active fleet in the state.
With the new rules, drivers will need to plan whether the payment of IPVA in full with a discount or in installments will be more advantageous — and evaluate how the reduction in the tax could influence the vehicle’s registration in Paraná starting in 2026.
