Drivers 50 Years or Older Can Receive Discount on CNH Renewal. However, the Bill Is Still Under Discussion in Government.
Great news for Brazilians over 50 years old. A new Bill under discussion in the Committee on Economic Affairs (CAE) could ensure that drivers 50 years or older receive discounts on the renewal of the National Driver’s License (CNH). Bill 5,153/2023, proposed by Senator Fernando Dueire (MDB-PE), aims to reduce the fee by 50% for drivers aged between 50 and 70 years and by 70% for those 70 years or older. The senator argues that charging the same fee for everyone, regardless of the renewal period, is unfair and seeks to promote more inclusion in traffic.

Bill 5,153/2023 proposes a 50% reduction of the fee for drivers aged between 50 and 70 years.
For those 70 years or older, the reduction can reach 70%. The idea behind the bill is to alleviate the financial burden on older drivers, considering that they often need to renew their CNHs more frequently.
Bill Foresees More Inclusion in Traffic
Senator Fernando Dueire argues that charging the same administrative fee for all drivers, regardless of the CNH renewal period, is unfair.
He highlights the example of a 75-year-old who needs to renew their license every 3 years, thus paying a higher percentage of the amount charged to younger drivers.
Dueire defends that the Bill aims to promote equality and inclusion in traffic, ensuring that the fee is proportional to the validity period of the CNH.
According to him, this would be a way to make the system fairer and more equitable for all drivers.
Senator Teresa Leitão (PT-PE), the bill’s rapporteur, expresses support for the proposal. She emphasizes that granting a discount on CNH renewals for individuals over 50 years old is an essential measure for the coming years.
If approved in the CAE, the bill will proceed to the Committee on Constitution and Justice (CCJ), where its fate will be decided.
Now, it is up to the body to proceed or not with the Bill proposed by the senator.
