North Ring Road: The Most Complex Highway in Brazil Faces Challenges and Criticism

After more than two decades of hard work and ongoing challenges, the Mário Covas Ring Road, one of Brazil’s most ambitious infrastructure projects, is nearing completion of its last section: the North Ring Road. This segment, stretching 44 km, is crucial for the completion of the project that promises to transform traffic in the metropolitan region of São Paulo. But will this highly anticipated project truly deliver the promised benefits?

The North Ring Road began construction 26 years ago and has faced numerous obstacles, from environmental issues to bureaucratic and economic hurdles. Now, on the brink of the official inauguration, the highway promises to revolutionize traffic in São Paulo, reducing congestion and efficiently connecting several highways that converge to the capital.

North Ring Road Is Part of a Ring Road That Encircles the Metropolitan Region of São Paulo

The project, initiated in 1998, is a tribute to Mário Covas, the governor at the time and one of the project’s architects. The North Ring Road is part of a ring road that encircles the metropolitan region of São Paulo, totaling 176 km divided into four sections: West, South, East, and finally, North. Each section was inaugurated at different times: the West in 2002, the South in 2010, and the East in 2014.

Scheduled for 2026

The completion of the North Ring Road is scheduled for 2026, marking the end of a monumental project that reflects the complexity of modern engineering, as well as the commitment to urban development and sustainable mobility. The expectation is that the new highway will significantly reduce daily traffic on the Tietê and Pinheiros by an estimated 30,000 trucks and 54,000 cars less per day.

Discovery of 1,291 Construction Flaws Indicates That the Road Still Faces Significant Challenges

However, the journey of the North Ring Road is far from perfect. Funding problems, bidding issues, and more recently, the discovery of 1,291 construction flaws indicate that the road still faces significant challenges. The Technological Research Institute (IPT) reported infiltrations in tunnels, landslides, and cracks in viaducts, requiring urgent action to ensure the safety and quality of the project.

Transoceanic in Rio de Janeiro

The complexity of the North Ring Road is reminiscent of projects like the Transoceanic in Rio de Janeiro, which also faced urban and environmental challenges. Both projects highlight the need for ingenious solutions to minimize negative impacts, whether they are environmental or social. In the case of the North Ring Road, the passage through the Serra da Cantareira required the construction of tunnels to preserve areas of Atlantic rainforest.

Great Expectation Is That the North Ring Road Finally Brings the Benefits

With completion expected for 2026, the great expectation is that the North Ring Road will finally bring the long-awaited benefits for traffic and urban mobility in São Paulo. The integration of this highway promises to relieve the central city roads, redistributing vehicle flow more efficiently.

However, the residents of São Paulo, tired of unfulfilled promises and constant delays, watch with skepticism and hope. The ability of the North Ring Road to fulfill its promises without compromising safety and the environment is still to be proven. This highway, considered the most complex highway in Brazil, needs not only to be completed but to function efficiently and safely.

The North Ring Road is a clear example of the challenges that large infrastructure projects face in Brazil. The complexity, delays, and criticisms are an integral part of this journey. It remains to be seen whether, in the end, this project will fulfill its role and deliver the promised benefits, justifying the long wait and the investments made over nearly three decades.
