The offensive against illegal gas stations in São Paulo rendered 1,283 CNPJs and 228 state registrations ineligible, blocked tools used in commercial operations, and brought together six public agencies to target establishments that continued to operate even after losing authorization from ANP.

Dubbed Operation Hidden Bomb, the action was carried out on August 28 in the capital and the Greater São Paulo area. The goal was to seal or block unauthorized gas stations and dismantle the registry structure that allowed the continuation of their activities. In total, approximately 60 officials participated in the joint effort.

The list of institutions highlights why the operation was not limited to inspecting fuel pumps. The Federal Revenue Service, the São Paulo State Treasury, ANP, the State Attorney General’s Office, the National Treasury Attorney General’s Office, and the Civil Police all participated. Each agency operated within its jurisdiction for fiscal, regulatory, legal, and police matters.

According to the National Agency of Petroleum, Natural Gas and Biofuels, some establishments remained active even after regulatory authorization was revoked. An active CNPJ still allowed essential business transactions. The new action aimed to bridge the gap between losing the license and the actual cessation of operations.

Illegal gas stations lose CNPJ, registration, and operational access

The cadastral outcome reached 1,283 CNPJs and 228 state registrations. By rendering them ineligible, the agencies blocked banking accounts and the issuance of electronic tax documents. In practice, this measure impacts receipts, payments, fuel purchases, and the fiscal registration of sales, not just the sign in front of the establishment.

This combination is at the core of Operation Hidden Bomb. Sealing a unit prevents service at that moment; removing the formal means of operation makes it difficult for the same structure to continue buying, selling, or issuing invoices. It is an intervention that connects the inspected address to the records used to operate the business.

The Federal Revenue Service stated that the Normative Instruction RFB 2,340, published on August 24, 2026, changed the conditions that allow declaring a CNPJ ineligible. Among the effects, decisions and information from regulatory agencies can support a summary procedure, shortening the response time when indispensable authorization has already been canceled.

In my view, this detail better explains the scale of the numbers. The operation did not find 1,283 gas stations lined up on a single avenue. It used official records to target a network of legal entities and registrations tied to activities that the agencies aimed to disrupt in a coordinated manner.

ANP has revoked over 10,000 authorizations since 2019

The historical data presented by the agency underscores the regulatory issue’s scale. Since 2019, ANP claims to have revoked over 10,000 gas station authorizations. Some establishments cease operations as mandated by the decision. Others, however, may attempt to continue operating illegally while preserving their registrations and commercial tools.

The regulatory chain overseen by the agency includes more than 130,000 economic agents. This universe encompasses various links in the supply chain. Thus, effective supervision depends on cross-referencing authorizations, tax records, and commercial transactions, especially when a gas station appears normal to consumers but no longer has permission to operate.

The context also relates to the Brazilian fuel market, a chain that starts with production and refining, continues through importation and distribution, and ends at the pump. When the last stage operates without authorization, it impacts competition, tax collection, and trust among consumers.

The measure taken on August 28 occurred one year after Operation Carbon Hidden. The new name signifies institutional continuity, but official communications focus on the cadastral and regulatory results of this phase. Thus, it is wise not to draw conclusions about individuals or companies beyond what has been formally disclosed.

Supervision aims to prevent the revocation from being merely on paper

The most concrete point is the sequence of actions taken. First, the ANP identifies and revokes authorizations. Next, regulatory information may support actions regarding the Brazilian tax identification number (CNPJ) and state registration. On the ground, teams verify establishments, apply closures, and document the situation. Finally, financial and tax blocks reduce the capacity to reopen through alternative means.

This does not eliminate the need for ongoing monitoring. A clandestine operation can change its address, responsible party, or mode of operation. However, integration among public databases reduces the opportunity for a company to maintain a regular appearance after losing the central operating requirement.

For the consumer, the visible scene is the pump surrounded by closure tapes. Behind the scenes, the decisive part may be on a screen: blocked fiscal documents, invalid registration, and inactive accounts. The operation sought to ensure that these two dimensions occurred simultaneously.

In total, 1,511 business and state registrations were affected when the two disclosed groups are combined, without confusing them as being the same database. The scope of the measure shows an attempt to ensure that the revoked authorization has concrete consequences regarding cash flow, stock, and service at the station.

Anyone who has entered a closed station knows how much the external appearance can hide the registration situation. The cover, sign, and pumps remain in place, even while the regulatory authorization may have been revoked. Therefore, the ANP’s tape is not just a visual detail: it communicates that the establishment cannot continue to refuel.

The announced integration also establishes a pathway for new inspections. When the agency’s decision reaches tax registrations and financial systems, authorities can verify if the suspension occurred on multiple levels. The challenge will be to monitor affected registrations and prevent the activity from simply migrating.
