Petrobras and the Britto-Macelog Consortium Secure New Port Contracts in São Paulo, with Strategic Operations in Rio and Maceió Strengthening National Logistics and Expanding Investments in the Brazilian Port Sector

On October 22, 2025, two port auctions held at B3 headquarters in São Paulo marked a strategic advance in Brazilian logistical infrastructure, according to an article published by Agência Brasil.

Organized by the National Agency of Waterway Transportation (Antaq) and the Ministry of Ports and Airports, the auctions declared Petrobras and the consortium Britto-Macelog II as winners of essential areas in the Ports of Rio de Janeiro and Maceió, respectively.

Port Auctions in São Paulo: Results and Figures

According to the Ministry of Ports, these leases represent a leap in the modernization of Brazilian ports, with direct impacts on cargo movement, maritime tourism, and attracting private investments.

The port auctions in São Paulo occurred on the morning of 10/22/2025 and drew national attention. Petrobras won the RDJ07 terminal, located in the Port of Rio de Janeiro, with a bid of R$ 104 million, surpassing the proposal of R$ 1 million from competitor Sul Real GMBL 2025.

Simultaneously, the consortium Britto-Macelog II won the auction for the Maritime Passenger Terminal (TMP) in Maceió, with a grant of R$ 50 thousand and a forecast of R$ 3.7 million in investments for infrastructure modernization.

Both contracts have a concession period of 25 years, with clear goals for operational improvement and expansion of logistical and tourist capacity.

Petrobras in the Port of Rio: Strengthening the Offshore Chain

The victory of Petrobras in the Port of Rio de Janeiro primarily aims to facilitate cargo movement to support offshore oil and natural gas operations. The RDJ07 terminal will be adapted to meet the logistical demands of the state-owned company, strengthening its offshore exploration activities.

According to industry estimates, this lease is considered strategic for the energy sector as it will allow for greater efficiency in operations and a reduction in logistical costs.

Furthermore, Petrobras’s presence at the terminal is expected to boost job creation and promote regional development, consolidating Rio de Janeiro as a logistical and energy hub.

Britto-Macelog in Maceió: Tourism and Port Modernization

The consortium Britto-Macelog II takes on the challenge of transforming the Maritime Passenger Terminal of Maceió into a cruise reception center in the Northeast.

With planned investments in infrastructure, the goal is to enhance passenger experience and increase the tourism potential of the Alagoas capital. The modernization of the terminal includes improvements in accessibility, security, and services, as well as initiatives to attract new maritime routes.

According to the auction notice, the project includes improvements that may enhance the tourism potential of the region. Maceió positions itself as a strategic destination for cruises, strengthening its image on the national and international stage.

Ports of Rio and Maceió: Impact on National Logistics

The results of the port auctions reflect a trend of strengthening national infrastructure. With the entry of companies like Petrobras and Britto-Macelog, the ports of Rio and Maceió gain new investments, technology, and specialized management.

According to a study by the Institute of Logistics and Supply Chain (ILOS) published in 2024, logistics costs are projected to represent 15.5% of Brazil’s GDP, highlighting the importance of investments in infrastructure such as ports, highways, and technology.

Moreover, efficiency in ports is directly tied to Brazil’s competitiveness in foreign trade. Well-structured ports attract more business, create jobs, and boost the economy, being essential for the country’s sustainable growth.

The Role of Antaq and the Ministry of Ports

The conduct of the auctions was coordinated by Antaq and the Ministry of Ports and Airports, with oversight from Minister Silvio Costa Filho. This initiative is part of the federal government’s concession plan aimed at increasing private sector participation in the management of logistical assets.

The goal is to modernize the country’s main terminals and ensure greater efficiency in the movement of cargo and passengers. The public-private partnership is seen as essential for advancing national infrastructure, particularly in strategic areas such as ports.

The choice of São Paulo as the location for the auctions reinforces the city’s role as a center for economic and logistical decisions in the country. B3, Brazil’s stock exchange, has been the stage for significant concessions that shape the future of national infrastructure.

The centralization of the auctions in São Paulo facilitates investor participation and increases the visibility of projects, contributing to greater transparency and competitiveness in the auctions.

Additionally, the city hosts a major portion of companies interested in the port sector, fostering collaboration between government and the private sector.

Britto-Macelog and Petrobras: Leading Roles in the Port Sector

The performance of Petrobras and the consortium Britto-Macelog in the new leases reinforces these companies’ leading roles in the port sector. Both demonstrate technical capability, financial solidity, and a commitment to innovation.

Petrobras, as a strategic state-owned company, plays a fundamental role in the logistics of oil and gas, while Britto-Macelog stands out for its experience in port operations and management of passenger terminals.

The presence of these companies in the ports of Rio and Maceió represents an advance in the professionalization of port management, focusing on results, sustainability, and operational efficiency.

Prospects for the Coming Years of Petrobras and Britto-Macelog

With contracts signed and investments planned, the coming years are expected to be marked by significant transformations in the ports of Rio and Maceió. The expectation is that the projects will bring improvements in infrastructure, increased service capacity, and greater integration with other logistical modes.

Experts point out that strengthening the ports is essential for the growth of Brazil’s GDP, particularly in sectors such as agribusiness, mining, tourism, and energy.

Furthermore, the leases are expected to stimulate competition and raise the quality standard of port services, benefiting businesses and consumers.
