A bill that makes Belém the Symbolic Capital of Brazil between November 11 and November 21, 2025 is about to be voted on in the Federal Senate. The measure, proposed in Bill 358/2025 and already approved by the Chamber of Deputies, aims to temporarily transfer the seat of the federal government to the city of Belém during the 30th United Nations Climate Change Conference (COP 30). The initiative is seen as a gesture of great political importance for the environmental agenda.
According to information from the Senate Agency, the proposal goes beyond symbolism. For senators from Pará, the presence of the Three Branches of Government in the city represents a unique opportunity for the federal government to directly address the serious structural problems of the region. Among the most pressing issues is the advance of organized crime, a reality that directly affects the security of local citizens and merchants.
What Determines the Transfer of the Capital?
Bill 358/2025, authored by federal deputy Duda Salabert (PDT-MG), establishes that, during the period of COP 30, the capital of the Federative Republic of Brazil will be, temporarily, the city of Belém. This means that the Executive, Legislative, and Judicial Branches will be authorized to install themselves in the capital of Pará. In practice, all acts and dispatches signed by the President of the Republic and their ministers during this period will be dated as issued in Belém/PA.

The logistics for this temporary change will be the responsibility of the Executive Branch, which, according to the text, must regulate all necessary administrative and operational measures. The author of the bill justifies the action as a formal commitment of Brazil to the climate agenda. “Transferring the capital to Belém is a way to place the Amazon region at the center of global political decisions,” Salabert stated during the approval in the Chamber, according to the Senate Agency.
Political Symbolism and the Focus on the Amazon
The proposal to transform Belém into a capital during the world’s largest climate event was met with enthusiasm by parliamentarians from the region. Senator Beto Faro (PT-PA) told the Senate Agency that he sees the measure as a “gesture of high symbolism and strong political significance.” For him, the transfer reaffirms the centrality of the Amazon in national decisions and strengthens Brazil’s image on the international stage, positioning Pará as a strategic point in climate discussions.
“More than a temporary change of address, it is about reaffirming the centrality of the Amazon in national decisions”, Faro explained. He believes that approval in the Senate will be broad, as the initiative demonstrates a real commitment to sustainability and regional justice. By bringing the center of power closer to the “heart of the forest”, Brazil sends a clear signal that public policies need to be connected with the realities of the Amazon.
The Opportunity to Face the “Real Pará”
Despite the strong symbolic appeal, the temporary transfer of the capital is also seen as a “shock of reality for the federal government”. Senator Zequinha Marinho (Podemos-PA), in an interview with the Senate Agency, supported the idea, recalling that a similar measure took place during ECO 92 in Rio de Janeiro. However, he emphasized that the presence of authorities in Belém may force them to see the chronic problems that official propaganda often hides.
Marinho was emphatic in describing local challenges. “Belém is a huge city. A city with security problems, with organized crime established. Merchants and people have to pay tolls to these people, monthly”, he warned. In addition to security, the senator mentioned serious issues in health and basic sanitation, especially in peripheral areas. “In Pará we have two states, the virtual state (…) and the real state where the people live, where we live, this one is hard in the fall, lacking everything”, Zequinha concluded, as reported by the Senate Agency.

With the approval in the Chamber of Deputies, Bill 358/2025 goes on for analysis and voting in the Senate. If approved, it will be sent for presidential sanction, officially making Belém the temporary capital of Brazil during COP 30.
