Critical Failures And An Emergency Evacuation: The Critical Situation Of Petrobras That Sparked An Urgent Alert In The Operations Of The Basin Of Campos.

On Monday, April 21, 2025, as reported by CPG, Petrobras faced a severe incident at the PCH-1 (Cherne 1) platform, located in the Basin of Campos, which resulted in a total evacuation of the unit.

The National Agency of Petroleum, Natural Gas and Biofuels (ANP) ordered the immediate removal of all workers on board after identifying critical failures in the safety systems of the platform, including an explosion followed by a fire.

The decision was formalized through Official Letter No. 328/2025, signed by the ANP’s Operational Safety Superintendency on the same day of the accident.

According to the official document from the ANP, during a series of emergency meetings held shortly after the incident, it was revealed that Petrobras did not have essential information about the safety situation on board the platform.

At 4:15 PM on the day of the accident, there were still 117 people on board the unit, a number that exceeded the limit of 46 workers permitted in the company’s internal procedures for emergency situations at the PCH-1 platform by more than 100%.

Lack Of Evacuation Plan And Failures In The Safety System

The ANP highlighted a series of serious failures in the safety protocols adopted by Petrobras, evidencing possible negligence in the company’s operational practices.

Among the most critical issues pointed out by the agency was the absence of an effective evacuation plan, which prevented an immediate reduction in the number of workers on board, a situation that aggravates any incident on offshore platforms.

Another crucial point identified was the unawareness of the origin and location of the gas leak, responsible for the explosion that damaged a significant part of the platform.

The lack of clear information regarding the extent and control of the leak raised significant concerns about the possibility of further incidents in the area, as the exact origin of the rupture had not yet been identified.

Furthermore, the ANP found that the external communication of the platform was severely compromised, with the burning of electrical and fiber optic cables, which hindered efficient contact with authorities and complicated coordination of emergency actions.

The agency also reported the absence of proof of the operability of critical safety systems, such as fire and gas detection systems, firefighting systems, and emergency lighting.

Possibility Of New Accidents And Risks To Workers’ Lives

In light of a high-risk scenario, the ANP determined that Petrobras should complete the evacuation of the unit by 3 PM on April 22, one day after the incident.

The company was instructed to continuously update the number of Persons On Board (POB) every 4 hours, starting at 6 PM on April 21.

Additionally, the ANP required that the company immediately report any new injuries or relevant occurrences.

Failure to comply with the ANP’s determinations may subject Petrobras to penalties under the current legislation.

Union Reports Risk Conditions On The Basin Of Campos Platforms

The Union of Oil Workers of Niterói and Region (Sindipetro-NF) took the opportunity to reinforce reports that the deterioration of platforms in the Basin of Campos puts workers’ lives at risk.

According to the union, the content of the ANP’s official letter confirms the claims made by the entity over the past few years, especially concerning the negligence of Petrobras regarding the maintenance of the platforms and safety protocols.

The entity also positioned itself in favor of creating an Accident Investigation Commission, aiming to ascertain the responsibilities for the security failure and the lack of effective communication during the incident.

Moreover, Sindipetro-NF stated that it will continue to closely monitor the case, reporting any omissions and demanding a transparent investigation into the events that occurred.

Actions Of The ANP And The Impact On The Operations Of Petrobras

The actions of the ANP aim to ensure the safety of operations and the protection of workers on offshore platforms, which operate in a high-risk environment due to the nature of oil and gas.

The incident with the PCH-1 platform raises questions about the preventive maintenance of oil exploration units in Brazil, especially in the Basin of Campos, one of the most important regions for national production.

Petrobras, in turn, issued an official statement reaffirming its commitment to the safety and integrity of its employees, and claiming that it will take all necessary measures to correct the failures pointed out by the ANP.

The company also stated that it is cooperating with the investigations and that, as soon as possible, it will present the conclusions of the internal procedures adopted after the accident.

The Future Of Safety On The Platforms Of Petrobras

This incident highlights the urgency of a review of the safety procedures of Petrobras’ platforms, especially in high-risk areas like the Basin of Campos.

The lack of an adequate evacuation plan and the failures in critical safety systems indicate an urgent need for improvements in the infrastructure of oil and gas production units to prevent tragedies like this from recurring.

The ANP, in turn, has intensified its inspections on oil operators in Brazil, adopting a stricter stance regarding the safety of offshore facilities.

The pressure on Petrobras to comply with safety regulations is expected to increase in the coming months, as the regulatory agency closely monitors the company’s operational conditions.

With the investigation underway, it is expected that the ANP and Petrobras will collaborate to clarify the causes of the incident and ensure that the platforms in the Basin of Campos operate with the appropriate safety for workers.
