Petrobras Refineries, Compagas, and Ferroeste Are Companies Expected for Privatization in 2022
The infrastructure sector in Paraná is set to undergo privatizations in 2022 – the expectation is that the sales of Petrobras refineries and the companies Compagas and Ferroeste will be completed. The first auction scheduled is for Nova Ferroeste, which is expected to take place in the second quarter of this year. The winner will build the railway and will be able to operate the stretch for 70 years.

Ferroeste
The railway will connect Maracaju (MS) to Paranaguá (PR), with 1,304 kilometers of track. The only stretch that currently exists is the one connecting Cascavel to Guarapuava, totaling 248 kilometers. All the other segments will need to be built. The project, which has already been presented to national and international investors, has an approximate total of R$ 29.4 billion to be invested for construction.
In the first year after completion, Nova Ferroeste is expected to transport 38 million tons of products. By the end of 60 years, this number would nearly triple, reducing transportation costs by 30%, which currently prevail in the road modal.

The next step is to wait for the approval of the Environmental Impact Study by Ibama, which is expected to happen in the coming days. Once done, public hearings will take place, and the preliminary license, expected to be issued in April, will be required to commence construction. “This provides legal security for the project, which is important to attract investors,” said Luiz Henrique Fagundes, coordinator of the State Railway Plan.
Privatization of Petrobras Refineries
The Shale Industrialization Unit (SIX), in São Mateus do Sul, and the Presidente Getúlio Vargas Refinery (Repar), in Araucária, both in Paraná, are also in the privatization process. With a selling price totaling R$ 178.8 million, the SIX contract was closed in November with Forbes & Manhattan Resources Inc. (F&M Resources), a wholly-owned subsidiary of Forbes & Manhattan Inc. (F&M).
After completing the privatization operation, Petrobras will continue to operate as a service provider during a transitional period, which, according to the company, will be defined according to need and has no expiration date.
The privatization of Repar is scheduled to take place in the second half of 2022. Negotiations began in 2020, but the proposals presented fell short in the company’s economic-financial evaluation, and the contract was never signed. Petrobras is resuming the process, but does not disclose details as they are confidential information.
Compagas Shares Sold
For the second half of this year, the sale of Copel shares in Compagas is also expected. Copel holds 51% of the shares, while the other shareholders are the Japanese group Mitsui and Gaspetro, each with 24.5%. Before closing the deal, the contract clauses must be reviewed, and the productive sector seeks a fairer agreement, with a reduction in the price of the input.
Paper and pulp and ceramic industries are the main consumers of natural gas in Paraná, where the product is one of the most expensive in Brazil due mainly to the high distribution rate.
While Santa Catarina charges R$ 0.40 per cubic meter of transported gas and the national average is R$ 0.50, Paraná charges R$ 0.81. “The new contract will be valid for another 30 years. Therefore, it is very important that the rules are well defined now,” emphasizes João Arthur Mohr, manager of Strategic Affairs at Fiep.
