More Than US$ 5 Billion in Diesel Imported from Russia Ensure Energy Security for Brazil, Even After Moscow’s Decision to Restrict Exports.
A recent decision from the Kremlin, announced on September 23, 2025, caught the attention of the international fuel market. Despite the measure that restricts part of Russia’s diesel and gasoline exports, Brazil will not be impacted, according to Sérgio Araújo, CEO of Abicom (Brazilian Association of Fuel Importers), in an interview with CNN.
Brazilian Imports Secured by Direct Contracts
According to Araújo, the restriction defined by Russia affects only the diesel resellers, but not the producers and refineries. As Brazil maintains import agreements directly with Russian refineries, the supply flow remains assured.
Clearly, Araújo emphasized: “There will be no impact because only the resellers are prevented from exporting; the producers remain authorized to sell”. This distinction ensures the continuity of shipments destined for the Brazilian market, avoiding supply risks.

US$ 5.3 Billion in Diesel Imported in 2024
Data released by Abicom shows that, only in 2024, Brazil purchased approximately US$ 5.3 billion in Russian diesel. The increase in purchases began after 2021, when the war in Ukraine led to sanctions imposed by the European Union against Russian fuels.
With these barriers, Brazilian importers seized the more competitive prices, establishing Russia as one of the top suppliers of diesel to Brazil.
Internal Shortage Forces Moscow to Restrict Exports
The Kremlin’s decision arose from the shortage of fuels within Russia, which worsened in 2025. The government banned, until the end of the year, the exports of diesel by resellers and gasoline by resellers and producers.
Russian gas stations face a growing shortage of diesel and gasoline, a situation that local authorities initially attributed to “logistical reasons”. However, the problem intensified in recent weeks, prompting Moscow to prioritize domestic supply.
War Accelerates Russia’s Energy Crisis

Thus, while the internal market in Russia faces shortages and restrictive measures, Brazil ensures energy security and preserves its status as one of the largest buyers of Russian diesel in the world.
The decision reinforces the complexity of the global energy scenario, but highlights that Brazil continues to have its supply routes secured, even amid international turmoil.
