Petrobras Has Historically Been the Main Responsible Party for the Fuel Refining Market in Brazil Importing Oil, but the Privatization of the Mataripe Refinery in Bahia to the Arab Fund Mubadala in 2020 Created a New Milestone for the Sector.

The company’s CEO, Luiz de Mendonça, spoke in an interview with VEJA about the challenges faced and the role of the private sector in this process. According to Mendonça, the main challenges that Acelen must face are the inconsistencies in the Brazilian regulatory and tax framework, as there are few promised privatizations for the private sector. However, another major obstacle was Provisional Measure 1157, which exempted oil only until February 28. 

Without the renewal of this measure, private refineries in Brazil would have to bear a significant accumulation of PIS/Cofins credits — about 5 billion reais — making maximum fuel production unfeasible. 

Mendonça also emphasized that there is a problem due to the government’s lack of response regarding the demand for fuel tax exemptions. The executive warned that the lack of renewal of this measure will mean higher fuel prices in the Northeast and a reduction in production, also harming the State of Bahia, as Acelen represents 10% of the GDP and 17% of local ICMS.

Despite these challenges, Mendonça believes in Acelen’s ability to overcome these issues and continue advancing toward its goals. According to him, if there is an improvement in the Brazilian regulatory and tax framework and it becomes possible to address the issues related to fuel tax exemptions, there will be significant growth in both production and refinery results. Thus, the advances achieved by the private sector can be maintained and expanded.

Acelen, a Brazilian Private Refinery, Is Making It Possible to Increase Refining Capacity in the Country. 

Recently, it was the subject of a privatization process that brought a significant amount of investments to the sector. Despite rumors that this privatization could be reversed, there has been no indication from the government of an attempt to undo this process.

Even so, Acelen faces other challenges in managing the sector that need improvement. One of them is Petrobras’s International Price Parity pricing policy, which makes it more advantageous for the company to export to China or Europe than to sell to other Brazilian private refineries.

To address the challenges faced by the sector and improve domestic supply, Acelen has been investing at the same level as Petrobras and creating 1,200 jobs. According to company executives, it is healthy to have an Acelen in the market to attract new investments and modernize refining facilities. As such, they believe that changes to Petrobras’s pricing policy would not negatively affect their company, as they have great agility to adjust prices weekly depending on the international market.

Thus, despite the challenges faced by the sector and the concerns surrounding the privatization of Acelen, there are several initiatives being taken by the company to ensure profitable investments and stimulate the development of the Brazilian energy sector with safety and transparency.
