Movement, #iWantHeinekenHere, confirms a demonstration in front of ICMBio, scheduled for tomorrow in Lagoa Santa. The initiative aims to foster dialogue between federal and state environmental agencies, so that the construction works of the Heineken brewery can resume with definitive authorization.

After suspending the demonstration scheduled for last week to await the visit of technicians from the Chico Mendes Institute for Biodiversity Conservation (ICMBio) to the site where the construction works of the Heineken brewery were embargoed, the movement #iWantHeinekenHere confirms the mobilization of the initiative’s members. The protest will take place tomorrow, Tuesday – 19/10, at 11 a.m., in front of the federal agency’s headquarters, in Lagoa Santa (Alameda Dra. Vilma Edelweiss Santos, No. 115, Lundcéia).

Civil Society Representatives Protest In Favor Of The Construction Works Of The Heineken Brewery

Representatives of organized civil society will gather on-site to raise awareness among environmental agencies about the importance of alignment between institutions so that the construction of the Heineken brewery can be made feasible. With the slogan “More Than A Preliminary Injunction, Projects Need Legal Security,” the movement emphasizes that the demonstration will be peaceful and that the Military Police has been notified.

The movement, #iWantHeinekenHere, began after the feeling of frustration of the population following the embargo of the construction works of the Heineken factory in Pedro Leopoldo, a city in the Metropolitan Region of Belo Horizonte. Organized by leaders from various segments of civil society, the initiative has no political or party intention and no institutional ties to the brewery.

The embargo on the construction of the Heineken brewery’s production unit was carried out by the Chico Mendes Institute for Biodiversity Conservation (ICMBio) – a federal agency linked to the Ministry of Environment. According to participants, the goal is to clarify information and promote broad dialogue about the negative impacts that the cancellation of the project may cause in the region.

On October 7, the Court of Minas Gerais authorized Heineken to resume construction of the factory. However, the brewery will not continue work at the site until all necessary alignments for a definitive resumption occur.

In a statement published on the profiles created for the movement, #iWantHeinekenHere, the organizers express concern about potential socioeconomic losses for the region if the factory is not installed, and even about the problems caused by the halt. To show what is actually happening, the movement is orchestrating actions across social media to keep the public informed about the processes and to demonstrate that the population supports the arrival of the project, which can attract benefits for the North Vector and the state of Minas Gerais.

Heineken Had The Construction Works Of Its New Factory Embargoed By ICMBio

The construction works of the Heineken brewery in Pedro Leopoldo, in the Metropolitan Region of Belo Horizonte (RMBH), were embargoed by a determination of the Chico Mendes Institute for Biodiversity Conservation (ICMBio) – an agency linked to the Ministry of Environment – which also sent a letter to the State Secretary for the Environment and Sustainable Development of Minas Gerais (Semad) regarding the preliminary licenses granted at the state level. The assessment made by ICMBio deemed the study conducted by the company hired by Heineken, Pöyry Technology, a Finnish multinational consultancy and engineering services company, to be insufficient.

The region’s residents were caught by surprise, as the positive economic impacts in the area had already begun to be noticed since the start of construction two months ago, with the hiring of local labor, movement in hotels, restaurants, rentals, and various services. The total investment estimate for all phases of implementation is 500 million euros from the brewery, generating 350 direct jobs and over 2,000 indirect job openings, as well as immeasurable effects across the economic chain in the cities of the North Vector of Belo Horizonte, which will experience property value increases and become more attractive to investors looking to establish small and medium-sized enterprises.

In light of the announcement of the embargo, some civil society members organized to understand and clarify information that may have been disseminated incorrectly. From there, the movement #iWantHeinekenHere was created, initiating a series of actions to address the topic clearly and impartially.

The first action of the movement was to seek information about the licensing granted for the start of the works. The documents prove that Heineken, complying with DN COPAM 217 /2017, presented all studies related to the project, which were analyzed and approved by Semad technicians. What exists in this situation is a disagreement between the agency responsible for environmental licensing in Minas Gerais and ICMBio, which contests the inconsistency of the studies. Therefore, based on the analysis of the preliminary documents, the group agrees that Heineken acted legally and had the preliminary and installation licenses granted by the responsible agency.

To avoid potential misunderstandings in the information shared, the movement, #iWantHeinekenHere, clarifies that there are no accusations of damage to water resources or karst features; rather, it is a request for documents that the company claims to have. Regarding news that the project would have a direct connection to the location where “Luzia’s fossil” was found, this is not true.

Another controversial point was water extraction for brewing production. Misleading information led the public to believe that Heineken was using water from the city of Pedro Leopoldo. However, the municipality is supplied by Copasa.

On the official profiles, the movement, #iWantHeinekenHere, clarifies that there is no intention to judge ICMBIO’s actions or downplay the importance of environmental issues. The posts aim to help and request that the responsible agencies expedite and maintain maximum consistency in their judgments, in addition to clarifying what needs to be addressed by the company for the works to be restored in a socio-economic and environmental equilibrium.
