Event Brings Together International Experts in Brazil
The Rio de Janeiro will host the 24th Congress of the Basic Income Earth Network (BIEN) from August 25 to 29, 2025.
The meeting will be held in Maricá and Niterói and will feature the presence of Philippe Van Parijs and Eduardo Suplicy.
Both are pioneers in advocating for unconditional basic income as a tool for dignity and social protection.
This edition is organized by the Basic Income Earth Network, with support from Brazilian and international institutions.
Debates on Basic Income and Inequality
During the five days of the congress, representatives from 40 countries will discuss transformations in minimum income as a public policy.
Van Parijs, a professor at the Catholic University of Louvain, emphasized in a statement to Brasil de Fato that Brazil has a central role in the fight against inequality.
He recalled the Bolsa Família, created in 2003 and expanded over the years, as an example of progress in combating poverty.
The economist highlighted that the country was a pioneer in including minimum income in the political debate, driven by Eduardo Suplicy.
The congressman is the author of Federal Law 10.835, enacted in 2004, which established the Basic Income of Citizenship.
Although it has never been fully implemented, the law influenced other social programs.
The Role of Eduardo Suplicy
For Suplicy, the universalization of basic income is a fundamental step to eliminate stigmas and enhance individual freedom.
In his speeches, the congressman emphasized that a universal program removes the shame of having to justify one’s income and fights cycles of poverty.
He stated that the proposal places human dignity at the center, as it prevents society from pushing vulnerable people into social exclusion.
According to Suplicy, this right ensures greater stability and encourages collective progress.

The Choice of Brazil as Host
The congress returns to Latin America after 15 years.
The first edition on the continent took place in 2010, at the University of São Paulo.
The last meeting of the BIEN happened in 2024, in England, and consolidated the global expansion of the debate.
In 2025, the choice of Maricá and Niterói is directly related to innovative municipal basic income experiences.
These experiences include local social currencies and solidarity economy policies, which have attracted international interest.
The expectation is to gather public managers, activists, academics, and students in a space for exchanging experiences.
Programming and Confirmed Speakers
The congress will feature lectures, panels, and activities open to the public, promoting accessible discussions. Additionally, the themes cover different aspects of basic income and solidarity economy.
Among the confirmed names, stand out Aldaíza Sposati, Joaquim Melo, Ariana Brito, and Pablo Yanes, while Verena Löffler, Laura Carvalho, and Ugo Gentilini will also participate.
Tickets range from R$ 30 to R$ 500; however, for students, there is a symbolic fee of R$ 50 until August 21.
The event is organized in partnership with the Brazilian Basic Income Network, UFF, and UFRJ, and, furthermore, receives support from institutions like FAPERJ, CAPES, and CNPq.
Finally, the complete program is already available on the official event website, which marks another chapter in the global debate on minimum income.
