A Billion-Dollar Retreat That Redefines The Energy Strategy Of The British Oil Company

The Shell confirmed a loss of US$ 600 million in the third quarter of 2025. The company decided to permanently end the biofuels project in Rotterdam, Netherlands, after analyzing the low competitiveness of the investment.

According to information released by Reuters, the total of losses and provisions related to the venture amounts to US$ 1.4 billion. The project, which forecast an annual production of 820 thousand tons of biofuels, had been approved in 2021.

In 2024, Shell suspended the construction of the plant and, in September 2025, confirmed the definitive cancellation. Thus, the company closes one of the largest investments in its history in clean energy, demonstrating a clear shift in its global strategy.

Companies Retreat And Cut Clean Energy Targets

The cancellation of Shell’s project confirms the global retreat of major fossil fuel producers. In recent months, companies like BP and Equinor revised their renewable energy expansion plans, seeking greater financial returns.

In February 2025, BP announced significant cuts to green investments, while Equinor reassessed its renewable generation targets. This movement shows that, although the sustainability discourse remains strong, companies are adjusting strategies to maintain competitiveness and profit.

Additionally, the reduction in investments occurs amid rising capital costs and global volatility, factors that pressure corporate decisions and limit long-term projects.

Shell Strengthens Its Bet On Liquefied Natural Gas (LNG)

Despite the losses, Shell reaffirms its confidence in liquefied natural gas (LNG). The company increased its production forecast for the third quarter of 2025, estimating volumes between 7 million and 7.4 million tons, according to an update released by Reuters.

Previously, the report from July 2025 forecast between 6.7 and 7.3 million tons. The new number indicates a stronger and more consistent performance in the sector, highlighting the company’s priority in strengthening the natural gas segment.

Moreover, Shell’s refining margin rose to US$ 11.6 per barrel, compared to US$ 8.9 recorded in the second quarter. This result reflects greater operational efficiency and better utilization of traditional assets, offsetting some of the financial losses for the quarter.

Asset Adjustments And Impacts In Brazil

Shell also estimated financial impacts between US$ 200 million and US$ 400 million, resulting from the reduction of its stake in the Tupi fields, in the Brazilian pre-salt. According to the company, the adjustment results from technical reviews of geological data of the reservoirs.

At the same time, Shell’s chemicals division is expected to register another loss this quarter, in line with the decline in global demand. Nevertheless, the company maintains plans to seek new partners and buyers to optimize its portfolio and reduce future risks.

Retreat Marks A Turning Point In The Global Energy Transition

The withdrawal from the biofuels project marks a turning point in Shell’s decarbonization policy. The company maintains its carbon neutrality target by 2050, but adjusts the pace of its sustainable investments.

The cancellation of the plant in Rotterdam reinforces the difficulty of reconciling profitability and sustainability, especially in a market dominated by pressure for immediate results.

Currently, the energy transition follows a more cautious path, driven by decisions that prioritize financial stability and industrial efficiency. Companies in the sector need to balance growth and environmental commitment to ensure longevity in business.
