According to a report from Carta da Indústria da Firjan, the Macaé Port Terminal (TEPOR) will receive R$ 5 billion in investments for the first phase of infrastructure works and the generation of approximately 14,000 direct and indirect jobs in the region, including the construction period and the operation phase. These are the first figures related to the project, which is expected to begin construction in the first half of 2024.
TEPOR Will Consolidate Local Infrastructure
The estimate comes from the Grupo Vale Azul (GVA), responsible for the project, which will contribute to the economic performance of the region. According to Francisco Roberto de Siqueira, President of Firjan Norte Fluminense, Macaé has been gaining prominence in job generation, with consecutive positive balances since the pandemic in September 2020.
The TEPOR will further elevate this level during its construction and later in the terminal’s operation. Combined with the Porto do Açu and other infrastructure works such as the EF-118, the northern fluminense region will become one of Brazil’s biggest attractions for the energy, agriculture, logistics, and other sectors.

In September 2021, GVA signed an agreement with Eneva, which gained exclusivity over the development of the Tepor port terminals. The initial investments, which promise to generate numerous jobs, encompass the infrastructure works, as well as ancillary facilities, primarily linked to the midstream natural gas sector.
The main activities expected at the Tepor terminals are the handling of liquefied natural gas, oil, natural gas liquids, light and dark fuels. Crespo emphasizes that offshore support activities are expected to intensify as exploration activities return in various oil exploratory fields. Additionally, the project includes natural gas processing and small-scale gas liquefaction activities.
Firjan has been monitoring the project since the beginning of the licensing phase, and according to Gualter Sheles, coordinator of the Municipal Commission of the Federation in Macaé, highlighting the significant job generation expected, the entity collaborated by bridging the gap between the business community and government, advocating with the state and other agencies to help facilitate the venture. It will be another essential logistics asset. A new port is crucial for the region. There is only the one in Imbetiba, where Petrobras concentrates its activities.
Construction Will Be Done by World-Class Companies
According to Scheles, to facilitate economic and social activities, high-quality airport, road, and port are necessary. Jobs can only be created with investments, and to have investments, infrastructure is required.
In Scheles’s opinion, the entrepreneur will hire world-class companies to undertake the construction, and these multinationals will subcontract local firms. There is also the expectation of installing a Natural Gas Processing Unit (UPGN).
Currently, the major processor is Cabiúnas, owned by Petrobras. When there is another UPGN in Macaé, processing new volumes of gas that will be produced will become easier.
