A new and promising frontier for the exploration of oil and gas is at the center of attention in Brazil. The Pelotas Basin, along the southern coast of the country, has begun to be called the “Brazilian Saudi Arabia” due to its potential to harbor a giant reserve of natural gas and oil, capable of doubling national reserves.

However, it is crucial to understand that, for now, everything is just a high-risk, high-reward geological thesis. There has not been a discovery, but rather a billion-dollar bet by giants like Petrobras and Shell, which have acquired dozens of blocks in the region in recent auctions. The drilling of the first well, the moment of truth, is still years away.

The Past: A Dormant Frontier Until 2022

For decades, the Pelotas Basin was considered a low-potential region. Drilling conducted by Petrobras between the 1950s and 1990s, in shallow waters, found no signs of oil, leaving the area dormant.

The scenario changed completely starting in 2022. Discoveries of giant reserves of natural gas and oil made by Shell and TotalEnergies in the Orange Basin, in Namibia, on the coast of Africa, triggered a global alert. Geologically, the Pelotas Basin is a “twin sister” of the African basin, as both were connected before the continents separated. The thesis, supported by geologists such as Luciano Seixas, is that if there is a massive reserve on one side of the Atlantic, it is very likely there is another on the other side.

Driven by the combined margin thesis, the market turned its eyes to southern Brazil. In December 2023, at the 4th Cycle of the Permanent Offering of the National Agency of Petroleum (ANP), the competition for the Pelotas Basin was intense.

Petrobras, under the leadership of President Magda Chambriard, was the main player. The state-owned company, in partnership with Shell, acquired 26 blocks. In three others, the consortium received support from the Chinese state-owned company CNOOC. The American giant Chevron also made an independent bet and acquired 15 blocks on its own. Petrobras’ share of the signing bonuses paid in this auction was R$ 116 million.

The Consolidation Of The Bet: The June 2025 Auction

The interest in the giant natural gas reserve in the region was confirmed in the next auction. In June 2025, at the 5th Cycle of the Permanent Offering of the ANP, Petrobras again acquired blocks in the basin, this time in partnership with the Portuguese Petrogal Brasil. The consortium took home three more blocks, with a signing bonus of about R$ 139 million from Petrobras.

These moves consolidated the position of the world’s largest energy companies in the new frontier, signaling a long-term bet.

The Current Phase (2025-2027): The Long Journey of Seismic Studies

Despite the excitement, the timeline for exploration is long. The expectation of drilling in 2025 is premature. The current phase, which is expected to extend until 2027, is focused on acquiring high-tech 3D seismic data to map the subsurface and identify the best locations to drill.

Specialized companies, such as the Norwegian Shearwater, are already in the region with advanced vessels, such as the SW Empress, to conduct this mapping.

The Drilling In The Giant Natural Gas Reserve Post-2028

The definitive proof of the potential of the Pelotas Basin will only come with the drilling of the first well. According to an executive from Shell, the first exploratory drilling is not expected to occur before 2028.

If oil is found, a long evaluation phase will still be necessary to determine whether production is commercially viable. In an optimistic scenario, production would only begin in the 2030s. This timeline is strategic for Petrobras, as production from the superfields in the pre-salt layer is expected to start declining from 2030, and Pelotas emerges as the main candidate to ensure Brazil’s self-sufficiency in the following decades, as highlighted by Roberto Ardenghi, president of the Brazilian Institute of Oil and Gas (IBP).

A High-Risk Bet With A Huge Reward

Exploration in the Pelotas Basin is, today, the biggest bet in the oil and gas sector in Brazil. The potential of a giant natural gas reserve, estimated at up to 15 billion barrels, is transformative. However, the geological risk is still extremely high, and the definitive proof will only come with the drilling of the first well.

The success or failure of this undertaking will not only define the future of Petrobras and its partners but also the energy map of Brazil for the coming decades. The world will be watching the result of this billion-dollar bet in the South Atlantic.
