The New Brazilian Fiscal Policy That Taxes High Incomes Starting in 2026 Is Seen As An Opportunity For Attracting Foreign Capital And Expanding The Maquila Regime That Already Moves Billions In Bilateral Trade.

Over the past few years, Brazilians have gotten used to tax increases with impressive frequency. For 2026, it will be no different, with many Brazilian business owners focusing on Paraguay as an option.

Starting in 2026, new tax rules in Brazil regarding annual incomes of R$ 600 thousand may boost investments in Paraguay, where industrial exports already total US$ 1 billion and 22,000 Brazilians sought residency in 2025.

An influential Paraguayan newspaper in the country, El Nacional, highlighted the enormous opportunities that the country has with the tax increases in Brazil.

Paraguay Looking At Brazilian Money

Local media understands that Paraguay could directly benefit from the recent tax shock announced by the Brazilian government.

The tax increase in Brazil generates positive expectations among local tax specialists about attracting new capital to the Paraguayan economy in the coming years.

The new Brazilian law raises taxation on high incomes for both individuals and corporations. The focus is on those with annual earnings above R$ 600 thousand, altering the investment dynamics in the region.

This change in legislation in Brazil is seen as a strategic opportunity for Paraguay. The goal is to attract resources from investors seeking more advantageous tax alternatives to protect and make their financial assets profitable.

Indeed, the year 2025 recorded a record number of residency requests. A total of 22,000 Brazilian citizens initiated processes to legally establish themselves in Paraguay, signaling a migratory movement driven by economic factors.

A significant portion of these new residents and investors comes from Brazilian capital. This flow confirms the trend of seeking business environments with lower tax pressure and greater predictability for the private sector.

The prestigious financial publication The Wall Street Journal reported on this recent phenomenon. The newspaper highlighted the growing interest of various Brazilian companies in establishing operations or relocating headquarters to Paraguayan territory.

Paraguayan Government Ensures No New Taxes Will Be Introduced

In light of this favorable scenario, the Paraguayan government reaffirmed its commitment to stability. The head of the Undersecretariat of State for Taxation, Óscar Orué, officially announced that the country does not anticipate any tax increases until 2028.

The conditions for the establishment of Brazilian companies in Paraguay are present. The President of the Paraguay-Brazil Chamber of Commerce, Fabio Fustagno, emphasized that the environment is conducive to the arrival of new enterprises.

The main attraction lies in the significant difference in the tax burden between the two countries. Additionally, the availability of local labor and competitive operational costs favor the decision for business migration.

Details Of The New Brazilian Fiscal Structure

The new Brazilian legislation imposes taxes starting in 2026 on high incomes. Official estimates indicate that the increase in the tax burden will affect around 140 thousand Brazilians considered high-income.

The collection of the new tax will be carried out gradually on earnings. The maximum rate provided for in the law is up to 10%, specifically applying to the portion of income that exceeds the established limits.

Taxpayers who already pay this percentage or more will not face new charges. The measure aims to equalize taxation without double taxing those who already contribute at high rates within the current system.

There is no expectation of negative fiscal impact on the accounts of the Brazilian government. The implementation of the measure does not require cuts in public spending nor affect the continuity of essential services provided to the population.

Certain specific types of income are excluded from the calculation of this new taxation. Capital gains, inheritances, donations, and accumulated income are exempt, preserving certain categories of financial assets for taxpayers.

Exempt applications, savings, and compensations also remain outside the reach of the new taxation. Pensions received due to serious illness remain protected, maintaining the differentiated treatment provided in current legislation for these cases.

The law sets clear limits for the total taxes paid. The objective is to prevent the total collected by the company and the taxpayer from exceeding fixed percentages for financial and non-financial companies.

If the taxation limit is exceeded, there will be a compensation mechanism. The legislation guarantees the reimbursement of the excess amount in the annual declaration, protecting the taxpayer from a tax burden exceeding the established ceiling.

The tax increase compensates for the loss of collection in other areas. The measure enables the law that expands the income tax exemption threshold for those earning up to R$ 5 thousand.

The initiative alters taxation rules to expand social benefits. The change seeks to reach specific workers and sectors, generating direct impacts on disposable income, family consumption, and labor formalization.

About 15 million Brazilians will no longer pay income tax with the new law. Of this total, 10 million will become fully exempt, while another 5 million will see a reduction in tax.

Performance Of Bilateral Trade And Maquila

Paraguay’s exports under maquiladoras (attractive tax regime for foreign companies) surpassed the mark of US$ 1 billion. This value was recorded at the end of November 2025, according to official data released by the Ministry of Industry and Commerce.

Brazil absorbs most of this industrial production exported by Paraguay. Our country was the destination for 64% of the total goods sent abroad under this tax incentive regime.

The official report confirms the solidity of the commercial relationship between the nations. Binational industries play a central and strategic role in the sustained growth of the manufacturing sector and in the integration of production chains.

Exports from maquiladoras recorded a significant annual increase of 15%. This growth corresponds to an additional value of US$ 117 million compared to the same period recorded in 2024.

The differential tax regime promotes the transformation and re-exportation of value-added goods. The model maintains a positive trade balance, demonstrating the efficiency and competitiveness of Paraguayan industrial production in the external market.

Exports from the sector exceed imports by a margin of 83%. This surplus reflects the capacity of the Paraguayan industrial model to generate foreign exchange and maintain a favorable trade flow for the country.

Among the main exported items are car parts, representing 34% of the total. The clothing and textiles sector occupies the second position, accounting for 17% of external sales made by the maquila regime.

Aluminum products account for 13% of exports from maquiladora industries. Food products represent 12% of the total export volume, highlighting the diversification of the productive agenda aimed at the international market.

Many of these products are specifically destined for supplying the Brazilian market. The strengthening of industrial trade highlights the potential of the maquila regime as an essential engine of productive integration in the region.

Regional Integration And Labor Market

New taxes in Brazil may lead investments to Paraguay.

Currently, 81% of Paraguayan exports are directed to Mercosur. Brazil consolidates itself as the main trading partner within the bloc, absorbing the largest share of industrialized products from Paraguay.

This intense flow of goods reflects the growing industrial interdependence. The relationship between the two countries creates opportunities to promote shared value chains, optimizing production and regional logistics.

Maquiladora industries generate over 35 thousand direct jobs in Paraguay. The sector stands out as an important formal employer, contributing to the reduction of unemployment and the local economic development.

The annual growth in job generation by the sector was 23%. This index demonstrates the dynamism of companies operating under the maquila regime and their capacity for continuous expansion.

Job positions are concentrated mainly in strategic departments of the country. The regions of Alto Paraná, Central, and Asunción accommodate most of the industries and the employed workforce.

These regions are fundamental for logistical connectivity with southern Brazil. The geographical location facilitates the transportation of goods and productive integration, reinforcing the competitiveness of Paraguayan exports to the neighbor.

The Paraguayan government seeks to raise the local tax exemption limit. This measure is offset by a higher tax burden on higher incomes, adjusting the Personal Income Tax.

All these actions by the Paraguayan Government have a single mission: to take advantage of the flight of Brazilian capital. The more the Brazilian government raises taxes, the more Paraguayans celebrate, believing they will be able to earn even more.

Quer mais especulação do que um governo incapaz que só vê saída em aumento de impostos e destrói as poucas indústria nacionais que temos? Vc só pode ser mais um **** da esquerda mas fica tranquilo, a conta pra vc tá chegando tbm.
