The approved proposal is the substitute presented by Deputy Ossesio Silva from the Republicans of Pernambuco to Bill 1930/23, authored by Deputy Júnior Mano from the PSB of Ceará.

The author argues that many elderly individuals report difficulty in accessing and understanding information in digital format. The justification supports the creation of the new right for the elderly, aimed at increasing access to financial information.

Originally, the text provided that the physical bill be delivered with a minimum advance of ten days before expiration. The substitute reduced this deadline to five days, adjusting the proposal to the reality of card operators, according to the rapporteur.

The substitute also alters the Statute of the Elderly. It will now be defined as a discriminatory practice the requirement for in-person attendance by elderly individuals when this requirement is not extended to other audiences, unless legally provided.

According to the rapporteur, the new right for the elderly reinforces protection against the requirement of physical presence in situations where other consumers can perform operations remotely. The measure seeks to ensure equal treatment in access to financial services.
