The industrial port complex in Pernambuco plans to start offering this service later this year, making the terminal even more competitive
The Port of Suape, located in the municipality of Cabo de Santo Agostinho, in the metropolitan region of Recife (PE), intends to offer a fuel supply service for ships on the high seas (offshore). In all of Brazil, only Petrobras offers this type of activity. This monopoly will be able to be broken, opening the possibility of action of the private sector, due to Normative Instruction RFB nº 2.109, published in October 2022.
The normative act governs the suspension of federal taxes on sales revenue in the domestic market and on the import of bunker-type fuel oil intended for cabotage navigation and port and maritime support. That is, taxes on purchases of national or imported fuel by private distributors were zeroed. This benefit was previously granted only to Petrobras.
This opening of competitiveness for supplying ships on the high seas had been strategically pleaded by Suape with the National Council for Finance Policy (Confaz). The deal should attract new vessels to the port of Pernambuco, expanding cargo handling and vessel storage. Fuel distributors will have the opportunity to import bunkre store in the port, which will generate more revenue from port fees.

From Belém do Pará to Salvador in Bahia, there are no ports capable of handling supplies on the high seas. Thus, Suape will become a reference in this activity for large vessels that travel along the Northeast coast. Approximately 20 ships pass through the region every year. Now, the tendency is to increase this frequency by 40%, as the supply opportunity is added to the measures of the BR do Mar Program, created by the Federal Government, which favors the increase in the cabotage offer, encourages competition, creates new routes and reduces costs in the Brazilian shipping industry.
The return of autonomy and the promotion of thousands of jobs in Suape
The autonomy of the Port of Suape was returned in October 2022, which is one of the biggest and main achievements of the complex in recent years. This resumption allows the port itself to manage its business, making new ventures even faster, which was previously not possible due to law 12.815/13 (Law of Ports), which transferred responsibility for port tenders to the federal level, taking away the autonomy of Brazilian public docks, such as Suape.
In 2018, Ordinance 574/2018 was instituted to regulate a provision contained in § 5 of art. 6 of the 2013 Law, which allows the transfer of the preparation of the public notice and the carrying out of the bidding procedures to the port administration. Then, the Port Authorities Management Index (IGAP) was created, indicating that the port authorities would have to reach levels of indicators in order to delegate the powers to bid, contract and supervise contracts to those port administrations.
This achievement adds to the recent announcements of closed deals with giant companies that want to dock and/or expand their operations in the industrial complex. Qair's green hydrogen production plant is the project that has the highest investment projection in the Port of Suape for the future. There will be two desalination plants to use sea water with 1 GW of electrolysis capacity, with construction scheduled to start in 2025. Around R$ 22,5 billion will be invested, generating almost 3 thousand jobs and pushing Brazil to stand out in the production of this “green gold”.
There are also great expectations surrounding the Abreu e Lima refinery – belonging to Petrobras – which has been operating in the Suape port complex since 2014. be sold by the state.
