The adjustment of the new salary for public school teachers has returned to the center of national debate. The projection for 2026 promises to reshape the educational landscape and reignite discussions about professional valuation, state and municipal budgets, and the future of basic education in Brazil.

Although the recent history has been positive, with increases above inflation, the lack of official information from the Ministry of Education (MEC) leaves the category in a waiting pattern and generates insecurity among managers and unions.

What the Law Says and How the Adjustment Calculation for Public School Teachers’ Salary is Made

Since the approval of Law 11.738/2008, the adjustment of the minimum wage for public school teachers began to be calculated based on the variation of Annual Value Per Student (VAA) from Fundeb. The logic is simple: the higher the revenue per student in public schools, the greater the increase in the salaries of teachers.

This mechanism led to the Fundeb recording a growth of 62% above inflation from 2009 to 2022, while the number of enrollments fell by about 15%. This combination favored significant gains for the category, particularly with adjustments of 33% in 2022 and 15% in 2023.

For 2025, the increase was 6.27%, raising the minimum to R$ 4,867.77. Now, the projection for 2026 indicates further real growth, as long as revenue continues to rise and enrollments keep declining.

Adjustment of the Minimum Wage for Public School Teachers Promises to Be Above Inflation

Experts in public policy and union representatives see room for optimism. If scenarios of increased federal revenue and a reduction in the number of students are confirmed, the trend is that the minimum wage for public school teachers will register another adjustment above inflation.

However, there are risks on the horizon. The CNTE (National Confederation of Education Workers) warns of the possibility of a decline in educational funding as early as 2025. In an official statement, the entity said: “If there is a decrease in revenue, the adjustment may be lower than expected or even null, compromising the valuation of the teaching career” (source: CNTE).

This uncertainty puts pressure on states and municipalities, which need to plan their payrolls and revise career plans in advance to comply with the law.

The Silence of the MEC and the Change in the Base Date

In early 2025, the Minister of Education, Camilo Santana, indicated that the adjustment would be announced in mid-year, aiming to align the index with the budget calendars of local governments. This measure sought to avoid surprises after the approval of state and municipal budgets.

However, by September 2025, no official definition or even a preliminary projection had been released by the MEC. The delay contrasts with the expectations generated throughout the first semester, when meetings between mayors, governors, and class entities discussed the topic.

This scenario of uncertainty increases the anxiety of teachers and managers. As highlighted by researcher Maria Helena Guimarães, former president of the National Education Council, in an interview with Folha de S. Paulo: “Predictability is essential for federal entities to organize and ensure that the valuation of the teacher is not just a promise on paper.”

Debate on Teachers’ Salaries Goes Beyond the Minimum Wage Issue

The debate about the minimum wage goes beyond salary issues. The evolution of the minimum paid to teachers has a direct impact on the attraction, retention, and motivation of education professionals. Municipalities and states face the challenge of balancing their accounts without neglecting compliance with the law, making the discussion even more delicate.

According to experts, the valuation of the teaching career is a key piece in improving learning outcomes. A study from the World Bank has already pointed out that countries that managed to improve educational quality prioritized the training and remuneration of teachers.

In Brazil, maintaining a minimum wage for public school teachers with real gains can be an important step toward consolidating long-term policies. However, without clarity regarding the 2026 adjustment, the atmosphere is one of expectation and apprehension.

Quando se trata de professores, nunca se pensou em valorização por parte dos políticos. Essa é infelizmente a realidade brasileira !

Eu queria que um desse políticos trabalhasse em salas quentes com sala de aula lotadas,escolas que não tem nenhuma estrutura e ainda querem que todas passam a ser integrais,se não tem estrutura nem pra 4 horas.
Fora as crianças com os Transtornos,TEA TDAH que não são laudadas e não tem estagiário e o professor sem nenhuma especialidade tendo que se virar para fazer atividades diferenciada para essas crianças.
Eu queria que o professor tivesse os auxílios que os políticos tem e o salários deles aí sim o professor ia ser valorizado.
