The opening of companies in Minas Gerais maintained an accelerated pace between January and November 2025, ensuring the State a positive balance of enterprises of 206,298 businesses.
The result, released by the Business Map of the Ministry of Entrepreneurship, Microenterprises, and Small Enterprises, shows that Minas opened more companies than it closed, growing by 21% compared to the same period in 2024, and consolidating a more favorable scenario for new investments.
The performance reflects administrative advances, greater agility in formalization, and a direct impact on the state economic growth.

According to the official data, the positive balance was achieved from the creation of 501,309 companies in the period, a number 18.9% higher than that recorded in the previous year.
At the same time, 295,011 businesses closed their activities, which also represents an increase of 17.5%.
Still, the larger volume of openings guaranteed an impressive result for the business environment in Minas.
With this performance, Minas Gerais ended November 2025 with over 2.6 million active enterprises.
Of this total, about 2.5 million are parent companies, and just over 100,000 correspond to branches, reinforcing the State’s weight in the Brazilian business scenario.
More Agile Business Environment Boosts Formalization
For economist and economic policy advisor Stefan D’Amato, the positive balance observed in the opening of companies in Minas Gerais is a direct reflection of the improvement in the regulatory environment.
According to him, the simplification of administrative processes and policies aimed at formalization contributed to increasing the number of registrations throughout the year.
“The positive balance indicates a more agile environment for the formalization of new businesses, resulting from advances in administrative simplification and policies aimed at opening companies,” says D’Amato.
According to the economist, the trade and services sectors accounted for a good part of the new companies.
This is because these activities respond more quickly to the immediate conditions of the economy.
Opening Time Decreases and Favors New Entrepreneurs
Another relevant piece of data for the business environment in Minas Gerais was the reduction in the average time required to open a company.
Between January and November 2024, the process took, on average, 28 hours.
In the same period of 2025, this timeframe dropped to 21.4 hours.
This reduction represents a significant gain for entrepreneurs, especially small businesses, which rely on speed to start operations, generate revenue, and create income.
Thus, agility has become one of the central factors to sustain the positive balance of enterprises in the State.
By economic activity, the retail trade of clothing and accessories led the ranking of active businesses, with 116,682 establishments.
Next are hairdressing, manicure, and pedicure services, which totaled 111,028 companies in operation.
Challenges for Expansion and Survival in the Medium Term
Despite the positive numbers, D’Amato raises a warning.
According to him, the advance of the opening of companies in Minas Gerais occurs in a scenario of high interest rates and more contained growth of domestic demand.
“A significant part of the new openings is concentrated in small enterprises, many of them with reduced margins and low investment capacity, which also helps to explain the increase in business closures during the period,” he points out.
The economist emphasizes that the challenge now is to transform the dynamism observed in the Business Map data into a more solid and lasting movement.
For this, conditions will need to be created for companies to gain scale, increase productivity, and create better quality jobs.
“This involves policies that articulate an efficient regulatory environment with credit, investment, innovation, and regional development, so that this positive balance translates into more sustainable economic growth for Minas Gerais,” he analyzes.
Minas is the Second State with the Most Companies Opened in the Country
In the national ranking, Minas Gerais ranked second among the federative units that opened the most companies between January and November 2025.
Thus, there were more than 500,000 new businesses, coming in second only to São Paulo, which recorded nearly 1.4 million openings.
The performance in Minas was mainly driven by Belo Horizonte, where 92,227 companies were created.
Following are Uberlândia, with 29,089 new businesses; Contagem, with 21,586; Juiz de Fora, with 15,737; and Betim, also with 15,737 companies opened.
Thus, the result reinforces the strategic role of Minas Gerais in the state and national economic growth, consolidating the State as one of the main entrepreneurship hubs in Brazil.
