Brazilians Over 60 Begin Receiving Adjusted Benefits, With New INSS Ceiling, 13th Salary Payment, and Biometric Requirement in Effect Across the Country.

With new rules, Brazilians over 60 can secure an INSS adjustment and receive up to R$ 8,157.41 in retirement benefits.

Brazilians aged 60 or older receiving retirement, death pension, or INSS benefits are already receiving the corrected amounts for 2025.

The adjustment was defined by Interministerial Ordinance MPS/MF No. 6, which raised the ceiling for retirement benefits to R$ 8,157.41 and set the floor at R$ 1,518.00, aligning it with the minimum wage in effect since January.

The general correction of 4.77% applies to benefits above the minimum and was implemented in the payroll for the January payment, which is made starting in February.

At the same time, on Monday (24), the payment of the proportional 13th salary began for insured individuals who did not receive the advance in April and May.

The bonus is being credited in a single payment along with the November payroll, following the regular INSS calendar based on the final number of the benefit, between November 24 and December 5.

4.77% Adjustment and Impact on Benefit Amount

The joint ordinance from the Ministries of Social Security and Finance determined that INSS benefits be updated by 4.77%, the index corresponding to the accumulated INPC in 2024 for benefits above the minimum wage.

As a result, the retirement ceiling increased from R$ 7,786.02 to R$ 8,157.41, the maximum limit paid to those who contributed for long periods based on values close to the maximum contribution.

The floor for benefits, which includes pensions, allowances, and pensions tied to the minimum wage, has gone up to R$ 1,518.00.

This also applies to the general retirement floor and to special benefits linked to the minimum wage, such as BPC and lifelong monthly income.

Insured individuals who already had a benefit in maintenance as of January 2025 had their amounts automatically updated.

For those who began receiving benefits throughout 2024, the adjustment was applied proportionally, following the index table detailed in the ordinance.

Retirements by age, time of contribution, and special retirements that already reached the ceiling before the 2019 reform continue to preserve the right to the maximum amount, now adjusted to R$ 8,157.41.

Who Can Reach the INSS Ceiling

The maximum amount paid by the INSS is not automatic.

Only those who have contributed for many years based on salaries close to the maximum contribution limit can approach the ceiling.

In practice, those with a history of high wages and continuous contributions, without significant interruptions, can reach the ceiling.

Those who meet the requirements for retirement or pension starting in 2025 can also have their benefit calculated based on the new ceiling, provided that the request follows the current rules.

In these cases, the amount is defined by the average contributions and by the calculation factors of the benefit modality, always respecting the limit of R$ 8,157.41.

BPC and Changes for Low-Income Elders

Among the seniors affected by the changes is the group of people aged 65 or older with low income who receive the Continuous Cash Benefit (BPC/Loas).

The assistance benefit does not require INSS contributions and continues to pay one minimum wage, which is R$ 1,518.00 in 2025.

To maintain their right, it is necessary for per capita family income to remain below R$ 379.50, in addition to keeping an active registration in the CadÚnico.

With the enactment of Decree No. 12,561/2025, the government began to require mandatory biometric registration for the granting, maintenance, and renewal of benefits.

Biometric data is being collected at INSS agencies and CRAS, with gradual implementation.

Those who do not regularize the procedure within the deadline may have their benefits temporarily suspended until their identity is confirmed.

Mandatory Biometry and Combating Fraud

The adoption of biometry aims to reduce fraud and enhance control over the identification of beneficiaries.

The government hopes to decrease irregularities in assistance and retirement benefits in the coming years.

The decree prioritizes the use of biometric data from the National Identity Card (CIN), accepting other biometric records during the transition phase.

Contribution Tables and Values for Those Paying the Ceiling

In addition to the benefits adjustment, the ordinance updated the contribution bands to the INSS.

For individual contributors and voluntary insured individuals who choose to contribute based on the maximum value, the calculation base is now the new ceiling of R$ 8,157.41.

With a rate of 20%, the monthly contribution amounts to R$ 1,631.48.

For employees, domestic workers, and freelancers, the rates are progressive, ranging from 7.5% to 14% based on the salary range.

Payment of the Proportional 13th Begins This Monday

The 13th salary from the INSS had most of its amount advanced in April and May for those who had already been receiving benefits until March.

Insured individuals who began receiving starting in May or June 2025, and who were not included in the advance, are now receiving the proportional 13th in a single payment.

Payments began on Monday (24) for benefits ending in 1 and will continue until December 5, according to the final number and the value of the benefit.

The calculation is proportional to the months in which the insured received benefits in 2025.

December Benefits Will Already Be Corrected

The benefits for the December 2025 period will be paid with all the adjustments incorporated.

For those receiving up to one minimum wage, deposits will start on December 22 and continue until January 8, 2026.

For those receiving above the floor, the calendar will also carry into the first days of January.
