Students from the Municipal Education Network of São Paulo can take advantage of a unique opportunity for foreign language learning with the free courses offered by the Paulist Language Study Centers (CELPs). Located in the 58 CEUs of the São Paulo capital, the courses last for 3 and a half years and are aimed at students from the 4th grade of Elementary School to the 3rd year of High School. At the end of each module – basic, intermediate, and advanced – participants receive a completion certificate. Among the available languages are German, Spanish, English, French, Italian, Japanese, Korean, and Chinese.
With more than 8 thousand places available, classes are held in person, serving students in two shifts. In the morning, classes run from 7:00 AM to 9:15 AM and from 9:35 AM to 11:50 AM. In the afternoon, the available times are from 1:00 PM to 3:15 PM and from 3:35 PM to 5:50 PM. This initiative is managed by the Municipal Secretary of Education (SME), which aims to expand access to foreign language learning and provide cultural and educational qualifications for students in the network.
Partnerships and Program Results
Since its creation in 2022, the CELPs have established partnerships with consulates and international organizations for teacher training and the development of specific curricula for language teaching. In 2024, more than 12 thousand students were served, and in 2025, the goal of the free courses is to further solidify the offer in all regions of the city. With the recent inclusion of Asian languages such as Chinese, Korean, and Japanese, the São Paulo City Hall reinforces its commitment to cultural diversity and the training of students for global challenges.

Enrollment Process and Program Benefits
Enrollment for the free courses is done in person at the service desks of the CEUs Training Poles. To enroll, students must present ID, proof of residence, CPF, and their registration details in the Municipal Network. Each student can choose to study only one language (German, Spanish, English, French, Italian, Japanese, Korean, and Chinese), according to the offer available at each unit, which can be checked on the official website of São Paulo City Hall.
In addition to classes, students receive exclusive educational material and have access to a credit of R$156.60, available in the DUEPAY School Kit app, for purchasing school items in accredited stores. This support aims to ensure that participants have the necessary resources to keep up with the course with quality.
