Federal Revenue auditors stop activities in protest against the Government

The stoppage intends to put pressure on the federal government to regulate the payment of an “efficiency bonus”

Federal Revenue auditors decided on Thursday, December 23, to suspend part of their activities across the country and adhere to the so-called “standard operation” at airports and other customs in the country. The measure aims to pressure the Federal Government to regulate the payment of an “efficiency bonus” to the category, after Congress did not reserve capital for the bonus in 2022.

 Instead of the bonus, President Jair Bolsonaro prioritized the allocation of funds of R$ 1,7 billion to increase the salaries of federal police officers only, in an electoral action for the year in which he will seek re-election.

The pressure power of the Federal Revenue is significant, since a stoppage in the work of these professionals would represent a lower tax collection by the Government. According to data from the Statistical Panel of Personnel, a tax auditor salary at the Revenue can reach R$ 30.303,62.

Complaints against the priority given by the Government to the readjustment of police officers are also being made by other classes of Executive servants, including even Judiciary officials, but the Revenue auditors were the only ones who have already approved a formal stoppage.

The National Union of Tax Auditors of the Federal Revenue of Brazil (Sindifisco) declared that the assembly was attended by 4287 participants, the largest since 2016. The stoppage had the support of more than 97% of those present. 

Internal Revenue Service Operational Plan

According to the Sindifisco, in addition to pressure on the Government, the Revenue Operational Plan will also be part of the stoppage. This plan involves projects related to innovation, computerization and big-data at the Federal Revenue Service, with the objective of improving inspection and service to taxpayers. The union also informed that the implementation of a “standard operation” at customs was approved. The entity explained that, in practice, the auditors will be more rigorous in the procedures, which will delay analyzes and make dispatches difficult.

The exception is for medicines and medical supplies, live or perishable cargo. In addition, according to the union, passengers in international transit will also not suffer from the stoppage.  

The auditors also opted to increase the delivery of leadership positions, as had already been happening since Tuesday, after the approval of the Budget by Congress. To date, 635 civil servants have handed over leadership positions. As they are public servants, this does not mean a resignation, but only that they will no longer perform specific functions.

The union declared that at least 44 tax advisors who work on the Administrative Council of Tax Appeals (Carf) resigned from their positions, which will likely cause a stoppage of the body that judges appeals from billionaire tax assessments imposed by the Federal Revenue Service.

In addition, 17 inspectors from the General Coordination of Research and Investigation (Copei), the sector responsible for combating tax evasion, money laundering and financial crimes, handed over their positions.

Readjustments

President Jair Bolsonaro held a live broadcast declaring that the Executive will be able to use part of the money that the Government has earmarked for the increase in federal police officers in the Budget for all servers. According to the president, a linear readjustment would result in an increase of 0,6% in wages.
