Request Rekindles Alert In Nations Like Australia, Japan, And The USA, Which See Movement As An Attempt To Expand Russian Presence In Southeast Asia

In February 2025, Russia sent an official request to Indonesia to use the Manuhua Air Base, located on Biak Island, Papua Province. The request was made by the Secretary of the Russian Security Council, Sergei Shoigu, directly to the Indonesian Minister of Defense, Sjafrie Sjamsoeddin.

The document was obtained by the specialized portal Janes, which confirmed the authenticity of the request. The base is located about 1,300 kilometers from Darwin, in northern Australia. Its proximity to Australian and American strategic facilities has raised immediate concern among Australian government officials.

Australia Reacts And Denies Possibility

The Australian Minister of Defense, Richard Marles, stated that he received assurances from the Indonesian government. According to him, reports about the potential use of the air base by Russian aircraft are simply false.

The Australian Prime Minister, Anthony Albanese, also spoke out, emphasizing the country’s opposition to the advancement of Russian presence in the Indo-Pacific region.

The location of the Biak base has strategic value. The possibility of Russian military aircraft operating there is viewed with caution by analysts and governments in the region.

Expanding Partnership Between Russia And Indonesia

Despite the denials, observers point to a growing rapprochement between the two countries. Indonesia officially joined the BRICS economic bloc in January 2025. In addition, the two countries have conducted joint naval exercises in recent years.

Indonesia has also shown interest in modernizing its Armed Forces. In this regard, Russia appears as a willing partner to collaborate with equipment and technical support.

Pressure On Indonesian Foreign Policy

Any eventual concession, even if limited, of the use of the air base would challenge Indonesia’s historically non-aligned stance.

Experts warn that this type of decision could generate regional instability. International pressure on the country is likely to increase, especially from Western allies and neighboring nations.

For now, the Indonesian government reinforces that it does not authorize the presence of foreign forces in its territory. The national constitution prohibits such agreements. Nonetheless, the scenario remains under constant observation, with a direct impact on the geopolitical balance of the Indo-Pacific.
