Federal Benefit Guarantees Free Interstate Transportation, Discounts on Tickets, and Half-Price for Cultural Events for Low-Income Youth, with Clear Rules, Defined Income Criteria, and Expanded Access Even Without Requirement for Active Student Connection.

Low-income Brazilian youth aged 15 to 29 will be able to use the benefits of the Youth Identity, the ID Jovem, a free digital document that guarantees two free seats on interstate trips and, when those seats are already occupied, two tickets with a 50% discount on conventional transport.

In addition, the card grants the right to half-price tickets for cultural and sports events, such as cinemas, concerts, theaters, and matches.

The program, outlined in the Youth Statute and regulated by federal decree, reached its tenth anniversary in 2025 with a record of 1.4 million active beneficiaries and nearly 7 million identities generated since its inception, according to the National Youth Secretariat, linked to the General Secretariat of the Presidency.

What Is the ID Jovem and What Benefits Does It Ensure

The ID Jovem is a virtual document that proves low-income youth status for access to rights provided by law.

In practice, it allows requesting free or discounted tickets for interstate travel and buying half-price tickets for cultural and sports events.

In interstate public transportation, the rule is per vehicle, vessel, or train convoy, in the conventional category.

First, companies must provide two free seats.

If they are already filled, the second right comes into play: two more seats at a minimum 50% discount off the fare.

For half-price tickets, the benefit applies to cultural and sporting performances, charging half the ticket price for those who meet the program’s criteria.

Who Has the Right to ID Jovem in 2026

Access to ID Jovem depends on cumulative criteria.

It is necessary to be between 15 and 29 years old, belong to a family with monthly income of up to two minimum wages, and be registered in the Single Registry for Federal Government Social Programs (CadÚnico), with updated data within the last 24 months, as per federal government guidelines.

One point that often raises questions is the requirement for student enrollment.

The government states that it is not necessary to be studying to issue and use the ID Jovem, which expands the audience to young workers or unemployed individuals who meet the income and registration criteria.

When issued, the ID Jovem can be generated using data such as NIS or CPF, full name, and date of birth, provided that the registration in CadÚnico is regular.

In case of pending issues or outdated information, the recommendation is to seek the Social Assistance Reference Center (CRAS) to register or update the information.

How to Issue the ID Jovem and Use It for Travel

The most common path starts outside the application.

Those who are not yet registered in CadÚnico, or have outdated data, need to seek a CRAS to regularize the situation.

After updating the database, the card can be issued on the official program website or through the app, free of charge.

When traveling, the young person must present a valid ID Jovem and an official photo ID, according to practices informed by companies in the sector and guidelines for using the benefit.

As the number of available seats is limited per trip, the request for the ticket may depend on availability at the time of request.

Ten Years of ID Jovem and Recent Changes in the Program

Created in 2015, ID Jovem reached 2025 with a record high of active beneficiaries and an accumulated volume of issued identities, according to a balance sheet released by the General Secretariat.

In the publication, the National Youth Secretary, Ronald Sorriso, described ID Jovem as a “passport,” while discussing the program’s role in accessing culture and the ability to travel across the country.

In addition to growth, the government points to a modernization phase.

Among the changes announced in 2025 is the extension of the document’s validity to 12 months, whereas it was previously six months.

Another modification mentioned in the balance sheet was the reduction of the wait time for database updates, which has reportedly dropped from 45 days to up to two business days.

The government also highlighted the possibility of online issuance of tickets through technological integration.

According to official data, a company using the service’s API issued more than 80,000 online tickets between January and July 2025.

Why the Benefit Is Increasingly Sought After

The combination of free transportation and half-price tickets for events makes ID Jovem suitable for both long-distance travel and access to leisure and culture.

The government’s own balance sheet mentions situations reported by beneficiaries, such as traveling to attend events, addressing personal matters, and visiting family.

With the seat availability rule per trip, access to free services depends on planning and availability at the time of request.

Still, even when the free spots run out, the 50% discount available for two additional tickets per vehicle keeps the possibility of reducing costs on the chosen route.

The expectation for 2026, according to the program’s current rules, is for the benefit to continue for those who meet the income and registration requirements in CadÚnico, without needing to prove enrollment in school or college.

With the increase in the number of beneficiaries and the extension of the validity period announced by the government, the demand is likely to remain high: in a scenario where many young people rely on interstate transportation to study, work, or maintain family ties, to what extent is information about the program reaching those who are entitled?
