Investment of Over R$ 4 Billion Will Enable Green Hydrogen Plant in Municipality of Ceará, Generating Jobs and Income for Residents of the Region.
Last week, the Mayor of Caucaia – Ceará, Vitor Salim, met with representatives from the company Casa dos Ventos Renewable Energies S/A to discuss the establishment of a Green Hydrogen plant in the expansion of the Export Processing Zone 2 (ZPE 2), an area of the Pecém Industrial and Port Complex (CIPP). The estimated investment for the first phase of the project is US$ 900 million, which in direct conversion is about R$ 4.3 billion.
Green Hydrogen Project in Ceará Will Be Built in 2025
The agreement was finalized last Wednesday (12), and in addition to the Mayor of Caucaia, present at the meeting were the Secretary of Urban and Environmental Planning, Diego Pinheiro, and the company’s representatives, Engineering Director Francisco Habib, and Project Manager Matheus Kleming.
Valim emphasizes that the green hydrogen plant in Ceará will trigger a significant production chain of industrialization and development for the municipality. According to the manager, the meeting was another essential step towards advancing renewable energy in the city, stating that it represents the beginning of new investments for Caucaia, in addition to promoting job and income generation.

Project in Caucaia Will Have Installed Capacity of 2.4 GW
According to the company Casa dos Ventos Renewable Energies S/A, the H2V plant in Caucaia will produce hydrogen for exports from water, wind energy, and air, through sustainable sources that will be transported in the form of green ammonia.
The project will have an installed capacity of 2.4 GW, focused on producing 378,140 tons of H2V annually, divided into four phases, with a maximum production estimated for 2032. For the first phase of the project, 100,000 tons of green ammonia are expected to be generated annually.
According to the Vice President of the Republic and Minister of Development and Industry, Geraldo Alckmin, the promotion of green hydrogen is a priority for the Federal Government and cited Ceará as a great example of potential in this new energy frontier.
Alckmin highlighted the complementarity of solar and wind energies in Ceará and other states in the Northeast. In an interview, the minister noted that during the day there is sun, which generates energy through photovoltaic cells, and at night there is wind. These two sources complement each other.
Green Hydrogen Receives Major Investments in the Brazilian Market
In its first Investor Day since its privatization in 2022, Eletrobras Shows Interest in the Green Hydrogen Market, an essential fuel for the energy transition. The company states that the country has competitive advantages for the production of this fuel, and that Eletrobras’ large generator park positions the company as a significant potential player.
Wilson Ferreira Júnior, CEO of Eletrobras, emphasized that the company is analyzing potential engagement in new markets, such as Green Hydrogen. However, he noted that capital allocation will be a significant challenge for the company, given the large number of profitable opportunities in the market. The executive stated that Eletrobras must be very focused and disciplined to seize the opportunities.
